What We Offer

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:

  • General Salary Increase (GSI) - A GSI of 3.50% effective December 22, 2024

  • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree that is not required for the position.

  • Executive Annual Leave - 248 hours earned per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service. *Credit for prior public service may be considered (Management Resolution Sec. 616A).

  • Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours (Management Resolution Sec. 1207).

  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan.

  • Health Plans - Medical, Dental, and Vision Plans for you and your dependents. You are afforded a flexible credit allowance of up to $23,530 annually.

  • Flexible Credit Allowance - This is a bi-weekly amount available to Regular employees for the purpose of purchasing medical, dental, and/or vision insurance from a group of authorized plans. Employees may also participate in the Flexible Spending Accounts which increase their spending power by reimbursing them with pre-tax dollars for IRS approved dependent care and health care expenses.

  • Pension Plan - Participation in the County's defined pension plan. If eligible, you may establish reciprocity with other public retirement systems such as CalPERS.

  • Holidays - 12 paid days per year in addition to an annual floating holiday.

The County

From rolling hills to sweeping ocean views, Ventura County is located on California's "Gold Coast," approximately 50 miles northwest of Los Angeles and 30 miles southeast of Santa Barbara. The near perfect Mediterranean climate with an average annual temperature of 74.2 degrees and a wonderful quality of life are a few of the reasons many of the 802,983 residents call Ventura County "home." Ventura has a diverse economic base from tourism to high-tech enterprises in beautifully planned communities, making the region one of the safest in Southern California.

Ventura County is a “general law” county, governed by a five-member, elected–by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, as well as to advise, assist, and act as an agent for the Board of Supervisors in all matters under the Board’s jurisdiction. It focuses on serving its residents by promoting engagement, strategy, execution, and accountability to include diversity, equity, and inclusion initiatives to ensure that all employees are treated with respect and without discrimination, and to improve culturally appropriate outcomes for community members.

The County is supported by a total budget of approximately $3 billion and more than 10,000 allocated full-time equivalent (FTE) allocations in 26 agencies/departments. The County provides a broad variety of services from 26 different departments and agencies that include safety and social services, healthcare, airports, harbor, resource management, parks, information technology, and public works. There are six elected department heads in addition to the Board of Supervisors: Assessor, Auditor-Controller, Clerk- Recorder/Registrar of Voters, District Attorney, Sheriff, and Treasurer-Tax Collector.

The County Executive Office

A critical component of the County organization, the County Executive Office (CEO) is responsible for the recommendation and/or implementation of Board of Supervisor Policies, the preparation and administration of the County budget, the recruitment and retention of a high-caliber workforce and the negotiation and administration of contracts with a number of Labor Organizations.

The Office also has extensive interactions with local cities and other public jurisdictions within the County, representatives of the state and federal governments, as well as community-based organizations. In conducting business, the Office strives to provide high quality services in a fiscally prudent manner, while consistently fostering a culture of collaboration among agencies to better integrate and coordinate services, and actively promoting diversity and inclusion to reflect and engage the community.

The Position

Under direction in the County Chief Financial Officer, manages and supervises the Budget and Finance section and performs related work as required. The candidates selected will be responsible for planning and implementing the future direction and composition of the County's budget and programs and provide financial oversight over the 26 agencies within the County of Ventura. The level of the position and scope of supervision responsibility will be contingent upon the experience and skill set of the candidate selected.

The ideal candidate will have exceptional written and verbal communication skills, be a seasoned budget and management professional, and have experience supervising and leading staff engaged in a broad scope of fiscal and budget program functions. In addition, will provide excellent customer service, anticipate problems and develop proactive solutions, provide positive leadership through staff development, foster teamwork, a strong work ethic, and collaboration among staff and County departments.

QUALIFICATIONS:

Deputy Financial Officer (Payroll Title: Deputy Executive Officer)

The successful candidate will possess an educational and employment background with considerable experience in a finance and/or budgeting division or related field which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities can be obtained by completion of a Bachelor's degree AND at least five (5) years of budget and financial experience with considerable amount of supervision experience. This is an at-will classification which is exempt from the provisions of the Civil Service Ordinance.

Assistant County Financial Officer (Payroll Title: Senior Deputy Executive Officer)

The successful candidate will possess an educational and employment background with considerable experience in multiple finance and/or budgeting divisions or related fields which has led to the acquisition of the required knowledge, skills, and abilities. Comprehensive experience in management and administration in the specific areas of assignment such as budget and finance is required, which can be obtained by completion of a Bachelor's degree and at least seven (7) years of management-level experience in budget and finance. This is an at-will classification which is exempt from the provisions of the Civil Service Ordinance.

  • Experience with governmental accounting standards, budgeting processes and financial reporting systems

  • Experience managing/supervising and training staff

  • Experience making presentations to the public, professional organizations and/or boards
