Description

Under general direction, supervises the phlebotomy services at the Ventura County Medical Center (VCMC) and Santa Paula Hospital Laboratory, performs staff support duties and is involved in planning and supervising the work of the phlebotomy services staff, and at times performing the most complex duties and assignments within the scope of discipline; performs routine and complex phlebotomy services, assists with general laboratory operations, orients and trains new employees, and performs related duties as assigned.

The ideal candidate is an experienced and skilled professional who will supervise the phlebotomy services at Ventura County Medical Center (VCMC) and Santa Paula Hospital Laboratory, overseeing staff scheduling, hiring, training, and performance evaluations to ensure high standards of care and operational efficiency. This individual will perform routine and complex phlebotomy procedures, including venipuncture, and the use of standard equipment, while also assisting with general laboratory operations, performance improvement, and quality assurance initiatives. Strong leadership and supervisory skills are essential, as the candidate will plan, direct, review, and evaluate the work of phlebotomy staff, manage inventory, address customer service concerns, and collaborate with the Director of Laboratory Services on conflict resolution and lab quality initiatives. The ability to maintain compliance with laboratory standards and provide high-quality, patient-centered care is key to success in this role.

PAYROLL TITLE: Certified Phlebotomy Supervisor

EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

DEPARTMENT/AGENCY: Health Care Agency – Ventura County Medical Center

Certified Phlebotomy Supervisor is represented by the Services Employees International Union (SEIU) and is eligible for overtime compensation.

TENTATIVE SCHEDULE

OPENING DATE: 3/26/25

Examples Of Duties

Duties may include but are not limited to the following:

  • Plans, directs, reviews, and evaluates the work of assigned staff and prepare performance evaluations. Schedules staff according to operational needs. Hires staff, recommends, and implements disciplinary actions;

  • Supervises and participates in blood drawing procedures to include venipuncture, heel and finger stick techniques and using standard equipment to include vacutainer tubes and sleeves, tourniquets, syringes and butterfly needles and safeguards according to age specific needs;

  • Performs routine and complex phlebotomy services to inpatients and outpatients;

  • Answers the telephone, takes messages, and relays requests for blood draws;

  • Maintains inventory and supplies;

  • Represents the phlebotomy function at meetings; coordinates with other medical center divisions relating to phlebotomy services;

  • Assists in the delivery of specimens to departments and prepares specimens accordingly;

  • Assists the Director of Laboratory Services with customer service issues and conflict resolution;

  • Assists the Director of Laboratory Services with performance improvement and quality assurance of the lab; and

  • Performs other related duties as assigned.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:

A Phlebotomy Certificate issued by the California State Department of Health Services and three (3) years of recent experience performing general (post-collection and pre-analytical) laboratory and phlebotomy duties and responsibilities.

Necessary Special Requirements:

Two (2) years of experience supervising subordinates in a laboratory environment.

Knowledge, Skills, and Abilities:

Working knowledge of and ability to: utilize proficiently procedures and methods of phlebotomy service in an acute care hospital and outpatient laboratory; Knowledge of the principles of supervision, interviewing and scheduling of employees.
