Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:Open Competitive:Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. Duties Description The NYSDOT Office of Structures is looking for qualified candidates to join the Structures Specialty Engineering Bureau in Albany, Utica, or Buffalo, NY. As a member of the Structures Specialty Engineering Bureau, you will be assigned to one of four units and play a crucial role in the construction, fabrication, and design of bridge projects throughout New York State. The four units are the Hydraulics Engineering Unit, Construction Support / Bridge Foundation Unit, Concrete Engineering Unit, and Metals Engineering Unit.Hydraulics Engineering Unit• Collaborate and communicate effectively with multidisciplinary teams to integrate hydraulic designs for bridges into complete transportation infrastructure projects.• Perform hydraulic and scour analyses for in-house and consultant designed bridge replacements.• Perform hydraulic analyses to size temporary detour structures to conform to existing Department and FEMA regulations.• Investigate and provide fast track hydraulic designs flooding or unanticipated conditions across the state.• Perform field inspections and work on necessary reports in preparation of producing contract documents for bridge projects.• Review planning documents for selection of alternate designs considering hydraulic safety, conformance with existing regulations, and overall efficiency.• Provide hydraulic designs for a variety of hydraulic problems unrelated to bridges as needed.• Provide hydraulics training to Department personnel statewide.• Sealing and signing all hydraulic designs performed.• Stay updated in industry advances and innovations.• Provide engineering expertise to special assignments within the Office of StructuresConstruction Support / Bridge Foundation Unit• Collaborate and communicate effectively with multidisciplinary teams to develop foundation design parameters and perform constructability reviews for incorporation into bridge designs.• Provide technical assistance in areas of bridge foundations and bridge construction.• Develop statewide policies pertaining to bridge construction.• Review and approve calculations and drawings for contractor submittals including but not limited to structural lifting operations and temporary structures.• Act as liaison with the Regional Offices, Geotechnical Engineering Bureau, Office of Construction, and others related to bridge construction.• Review and approve specifications, materials changes, field change sheets, and value engineering proposals.• Stay updated in industry advances and innovations of construction and construction inspection techniques related to bridges.• Provide engineering expertise to special assignments within the Office of StructuresConcrete Engineering Unit• Collaborate and communicate effectively with multidisciplinary teams to integrate concrete bridge designs into complete transportation infrastructure projects.• Review and approve fabricator’s shop drawing submittals for structural concrete and precast/prestressed members.• Provide specialized expert technical assistance to Department for precast/prestressed concrete structures.• Develop policies, directives, and specifications for fabrication, erection, maintenance and repair of precast concrete and prestressed concrete members.• Direct Office of Structures quality assurance program for fabrication of precast and prestressed concrete structures.• Assist Bridge Safety Assurance Unit within the Office of Structures in providing quality assurance reviews of Level 1 Load ratings for precast and prestressed structural elements.• Provide training pertaining to concrete engineering to Department personnel statewide.• Stay updated in industry advances and innovations.• Provide engineering expertise to special assignments within the Office of StructuresMetals Engineering Unit• Collaborate and communicate effectively with multidisciplinary teams to integrate steel bridge designs into complete transportation infrastructure projects.• Review and approve fabricator’s shop drawing and erection drawing submittals for structural steel members.• Provide technical assistance to designers, fabricators, and construction engineers for steel bridge elements.• Develop and review policies, directives, and specifications for fabrication, erection, maintenance, and repair of steel bridge members.• Direct Division quality assurance program for fabrication of structural steel elements.• Monitor activities of steel fabrication shops and inspection agencies including non-destructive evaluation of weldments.• Provide emergency and non-emergency repair procedures including on-site evaluation of damage and of weld repairs.• Administer Department's Certified Welder and Certified Ultrasonic Testing Technician programs.• Provide training pertaining to metals engineering to Department personnel statewide.• Resolve problems related to steel construction and fabrication.• Stay updated in industry advances and innovations.• Provide engineering expertise to special assignments within the Office of StructuresResponsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments * For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education.
