Actalent Electrical Engineer in Vancouver, Washington

Actalent is currently seeking a qualified Electrical Engineering Tech for a consultant position with Bonneville Power in Vancouver, WA.

This Electrical Engineer position will support the Facilities Engineering (TENF) Group in the Trans mission Services (T) business line at Bonneville Power Administration (BPA). This engineer will conduct system analysis, design, review, and check electrical designs done by internal engineers or external Architecture & Engineering (AEs) design firms for electrical systems at BPA substations and telecommunications sites. The position will coordinate and facilitate all building electrical; lighting, circuits, panels, wiring, HVAC, fire alarm systems, security systems, communication systems, emergency power systems, engine generators and electrical gates.

Responsibilities Include:

  • Serve as point of contact and subject matter resource and provide expertise for site assessment, scoping, design, design submittal review, assisting organizational COR(s) with Requests for Information (RFIs), construction oversight, (review commissioning, startup, redlines) and project closeout.

  • Review, check, and design electrical drawings and recommend changes and additions to existing facilities’ electrical systems in BPA’s substation facilities, telecommunication facilities, and non-EDF (Energy Delivery Facilities) facilities.

  • Provide professional engineering expertise for SCADA alarming for engine generators, HVAC systems, and gas detectors.

  • Coordinate and provide technical consultation on the application of BPA and industry standards in procurement and application of building facility electrical equipment.

  • Perform research and development activities for all electrical systems and design concepts.

  • Facilitate and promote the development of state-of-the-art applications and appropriate advancement of technology for low voltage electrical systems within BPA’s substation facilities, telecom facilities, and non-EDF facilities.

  • Provide expert electrical engineering consultation for the technical aspects of facilities design schemes and equipment. Investigate and analyze problems associated with complex applications of substation equipment, low voltage and provide clarification / technical direction to contract design firms or technicians on behalf of the org’s COR and per established criteria. Coordinating the high voltage interconnection of low voltage with correct design teams.

  • Assist with the development, interpretation, and recommendation of engineering policies, design standards, technical requirements, application policies, and installation procedures for electrical systems and equipment used in BPA’s substation facilities, telecommunication facilities, and other non-EDF facilities.

  • Conduct Station Service system analyses.

  • Conduct short circuit and Arc Flash studies.

  • Facilitate pre-construction planning, engineering, and design efforts for installation of substation equipment and other electrical systems in BPA’s substation facilities, telecommunication facilities, and non-EDF facilities.

  • Provide input and recommendations for engineering requirements and technical design parameters in the development of building facility equipment (HVAC, Lighting, EGs, fans, sensors, monitoring, outlets, circuits, etc.), while verifying they meet all functional, operational, maintenance, reliability, and safety requirements.

  • Coordinate with BPA internal and external technicians to facilitate the completion and issuance of designs on schedule.

  • Make recommendations on the application of the National Electrical Code and the National Electrical Safety Code to BPA’s substation facilities, telecommunications facilities, and non-EDF facilities.

  • Select and apply the appropriate quantitative analytical techniques to model and analyze the effects of low voltage electrical design strategies.

  • Coordinate and facilitate planning and organization of projects - including troubleshooting design problems, resolving problems, and recommending appropriate design methods.

  • Perform print verification and project planning in BPA energized substations, including the examination of open cabinets in substations, while ensuring that the minimum approach distance for the appropriate voltage is always adhered to.

  • Visit existing BPA substations and proposed substation sites while unescorted (voltages in substations can range from 120 volts to 500,000 volts) to verify design prints, meet with electricians or for on-site coordination and other construction meetings.

  • Escort BPA employees and /or contractors that do not hold permits for access to BPA substations.

  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

Qualifications:

  • Bachelor’s degree in engineering (from an ABET accredited school) is required.

  • 5 years of work-related experience and knowledge of electrical engineering concepts, principles, and practices.

  • Knowledge of professional engineering theory and techniques sufficient to provide technical leadership in the design of electrical systems.

  • Circuit Design and Analysis: Proficiency in designing, analyzing, and troubleshooting electrical circuits including analog and digital circuits.

  • Power Systems: Understanding power generation, transmission distribution, and utilization. Knowledge of transformers, generators, motors, and power electronics.

  • Control Systems: Ability to design and analyze control systems for regulation and managing electrical devices and processes.

  • Instrumentation and Measurement: Skills in selecting and using instruments to measure electrical parameters accurately. This includes knowledge of sensors, data acquisition systems, and signal processing techniques.

  • Electrical Safety Standards: Understanding of safety regulations and standards.

  • National Electrical Code (NEC): Familiarity with the NEC is crucial for ensuring compliance with electrical safety standards.

  • International Codes (IBC) and Local Building Codes: knowledge of applicable codes and regulations specific to the different regions of BPA.

  • Industry Standards: Familiarity of the different industry standards related to electrical design and installation such as the National Fire protection Association (NFPA), the Institute of Electrical and Electronics Engineers (IEEE), and others.

Preferred Skills & Experience:

  • Ability to communicate effectively both orally and in writing, to develop and deliver briefings, statuses, reports, statements of work, and miscellaneous correspondence.

  • Experience with Short Circuit and Arc Flash Study.

  • Experience with software programs such as:

  • Easy Power - for arc flash studies

  • Bluebeam Revu

  • Adobe Pro

  • MicroStation or AutoCAD
