Division of Public Safety

Job Summary

The primary function of the Chief of Staff is to advise and assist the Executive Director of Public Safety/Chief of Police (EDPSCOP), and Command Staff on a wide variety of campus and external issues, initiatives, and policies directly impacting the division. This position also serves as the Chief Communications Officer to build and maintain a modern communications and engagement operation with a focus on building positive relationships between the police department and the community, advising on the improvement of the Division\'s customer service, and promoting the proliferation of accurate information about public safety and the police department\'s operations.

Chief of Staff

Review, analyze data and information to advise and draft responses on a wide range of issues both on campus and when responding to community concerns or inquiries.

Responsible for driving efforts to improve the efficiency and effectiveness of the executive team, managers, and supervisors. This includes improving communications with and between executive leadership, command, and departmental staff sworn and non-sworn.

Coordinating and guiding the implementation of key departmental strategic objectives and goals which includes reviewing and codifying departmental yearly goals. Provide leadership on the Division\'s long-term strategic planning activities.

Attending and conducting meetings on behalf of the EDPSCOP during their absence.

Serve as a confidant and advisor to the EDPSCOP, acting as a sounding board for ideas and high-level discussions/decisions.

Create better reporting systems or conflict resolution (mediations) strategies to ensure that employees\' complaints are heard, and that inter-employee conflict is resolved in a constructive setting (this is important for all inter-employee conflict, but especially for matters of racial inequity and gender-based discrimination) thereby minimizing daily intrusions on the EDPSCOP\'s schedule.

Collaborating with executive team members to determine and prioritize business strategies that build departmental and community trust.

Anticipate potential crisis communications needs and proactively address crisis issues.

Prepare presentations or other materials to inform campus administrators, elected or appointed officials, and other key stakeholders on Division initiatives and priority issues.

Assist with the Division\'s annual budgeting activities.

Identify training and development opportunities to enhance the communication skills of other Division employees.

Supervise Administrative personnel.

Chief Communications Officer

Plan and implement comprehensive communication programming efforts, marketing and branding strategies and associated external public relations activities.

Supervise communications positions.

Communicate with the news media and general public regarding special events, critical incidents, division initiatives and other projects as assigned.

Develop and publish annual reports.

Act as chief creator in planning, designing and generating creative content and publishing as appropriate to the Division\'s communications platforms, or designating and advising the appropriate staff to complete these activities.

Identify or generate photo/video opportunities for the Division and capture those images for use in Division materials.

Identify compelling storytelling opportunities to proactively inform the public of the Division\'s operations and how it affects them.

Compose executive communications that address priority issues both externally and internally.

Provide leadership and implementation of the Division\'s responses to Freedom of Information Act requests.

Respond t direct inquiries from community members.

Create, implement and preserve the Division\'s strategic branding initiatives, ensuring that those initiatives align with campus branding.

Cultivate and use analytics data to inform marketing needs and activities.

Play an active role in the Division\'s recruiting and hiring initiatives, including the marketing of job availability and generating interest among potential candidates.

Attend special events and other functions where there is a public safety need, acting as Public Information Officer within the department\'s Incident Command System.

Maintain availability outside of normal working hours, including nights and weekends, to provide a prompt communications and media relations response to emergent issues.

Promptly issue Clery Act timely warnings and emergency notifications within a specified time period after being notified of qualifying events.

Represent the Division at campus-level meetings of communications officers and work collaboratively to achieve the university\'s communications goals.

Act as a liaison between Public Affairs and the Division of Public Safety.

Act as the Division\'s representative to the Champaign County Public Information Officer
