The City of Twin Falls is seeking a dedicated and experienced Utility Services Supervisor to manage the daily operations of the Utility Services Department. This role involves leading and supporting department personnel, ensuring accurate utility billing and collections, monitoring enterprise fund revenues and expenses, and collaborating to provide a high level of support and guidance to department operations. Additionally, the Utility Services Supervisor will play a key role in resolving customer complaints and concerns in a timely and effective manner, ensuring a high level of customer satisfaction. The Utility Services Supervisor will work closely with the Chief Financial Officer to maintain the efficiency and effectiveness of the department.

Key Responsibilities:

  • Lead and Support: Manage daily operations, including hiring, training, and evaluating staff, and fostering a positive team environment.
  • Financial Oversight: Monitor monthly revenues and expenses, ensure accurate billing, and handle collections.
  • Customer Care: Resolve billing issues, address customer inquiries, and manage water conservation appeals.
  • Budget Management: Prepare and oversee the annual department budget and ensure accurate financial auditing.
  • Communication and Coordination: Work with internal and external customers to enhance service delivery and keep customer information up to date.
  • Continuous Improvement: Stay current with industry practices and respond promptly to citizens\' questions and comments.

Desired Skills (not limited to):

  • Knowledge of management principles including strategic planning, leadership, and time management.
  • Experience in budget preparation, administration and using relevant software.
  • Strong problem-solving and solution implementation skills.

Minimum Qualifications:

  • High school diploma or equivalent GED certification (required).
  • Minimum of two (2) years of utility experience.
  • Four (4) years of progressively responsible supervision of employees.
  • Any combination of experience and training provides the necessary knowledge and abilities to perform the work.
