The primary purpose of this position is to plan, implement, administer, and counsel units and their leadership on individual, family, and community issues including but not limited to career assistance, transition, relocation, family, and other work/life service and activities provided to military members, retirees, Department of Defense civilians, and their families. Responsibilities Assesses needs and provides continuing work/life services to leadership, organizations, and serviced populations within assigned units and in the A&FRC Develops, implements, and manages installation work/life services programs, establishing goals, objectives, and procedures in accordance with applicable state, Air Force, and other federal guidance, regulations, and laws Consults with on- and off-site community leadership officials on work/life and related issues. Influences key organizational staff and organized groups within/outside the installation Designs and establishes marketing and public relations strategies to ensure target populations are informed of services and activities Participates in wartime and contingency operations; deploys to contingency locations on a rotational basis Requirements Conditions of Employment Qualifications Conditions of Employment continued This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment All E-E employees must perform E-E duties during a crisis or after noncombatants evacuate. Failing to perform assigned E-E duties may result in disciplinary action against the incumbent up to and including removal from federal service A pre-employment physical examination is required. Selectee must meet requirements specified on SF 78, Certificate of Medical Examination for employment at overseas/deployed locations due to the following. The duties of this position require moderate physical exertion involving walking and standing, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 HZ levels. Since the duties of these positions are exacting and responsible and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is disqualifying. The theater commander may specify theater unique medical/physical deployability criteria. Emergency Essential/deployment related medical/dental/psychological examinations and required immunizations are at no expense to the employees. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 0101 Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes 1) Providing knowledge of social services delivery systems as well as a wide range of concepts, principles, theories, and practices relating to one or more of the social or behavioral science fields. 2) Conducting interviews to establish the nature and extent of concerns/issues, providing assistance in developing goals and plans, and determining appropriate referral services/options when frequently there is difficulty in determining clients' needs or wants or in convincing them to accept that problems exist. 3) Establishing and maintaining effective working relationships using tact and diplomacy in interactions with individuals/families, leadership of organizations, and with program representatives and officials. 4) Assessing and measuring organizations' trends, concerns, and needs; assisting in identifying and prioritizing goals; and providing guidance and direction for the development and implementation of effective plans and tools to address such issues. 5) Communicating effectively orally and in writing. OR EDUCATION: Successful completion of at least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a major directly related to the position of Violence Prevention Integrator. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
