Role and Responsibilities

Operational Risk Management

  • Leads, guides, and advises on operational risk management by working with managers to surface and address risks, analyze existing measures and controls to identify potential gaps, and assist in developing action plans to enhance operational risk management efforts.

  • Develops and implements training on risk processes, tools, and resources that help managers actively manage day-to-day operational and compliance-related risks in their program or functional areas.

  • Oversees contract analysis as a subject matter expert on contractual risk transfer (indemnification and insurance wording), providing guidance on contracts exceeding value/complexity thresholds and exception requests, working closely with senior leaders and external legal counsel as needed.

  • Supports managers on response options to operational risks by applying critical thinking, internal and external information gathering and analysis, and creative problem-solving within a complex, decentralized organization, and facilitating legal review when required.

  • Provides guidance on early identification and analysis of emerging risks and trends, and contributes to Risk & Resilience planning and special projects as needed.

Property & Casualty Insurance

  • Leads and manages the insurance program, including conducting the annual insurance renewal process, working closely with the insurance broker to ensure program effectiveness, comprehensive coverage, and competitive pricing, aligned with a renewal strategy established with the Senior Director.

  • Manages insurance claims and files, ensuring timely insurer notification, liaising with insurance representatives/adjusters and MODC senior managers/leaders for effective and timely claims handling.

  • Manages the incident reporting process to ensure effective reporting, escalation, and tracking of incidents across MODC, providing incident trends reporting (quarterly).

Contract Risk Analysis & Third-Party Risk Management

  • Leads the contract risk analysis process, ensuring an effective process and trend analysis, with continuous improvement enhancements as needed.

  • Advances Third-Party Risk Management framework and activities, working closely with senior managers and leaders across MODC.

Business Continuity Planning

  • Develops and continuously improves the BCP Program, including regular assessments to identify opportunities for enhancement and preparing annual BCP planning to maintain effectiveness.

  • Supports preparedness efforts by working with leaders and managers across program and shared service areas, conducting an annual BCP managers checklist process to ensure preparedness, supporting BCP training, and providing support to the BCP response team on escalated events as needed.

  • Serves as the BCP Program custodian, helping to advance updates by owners for each core component of the BCP Program, and overseeing ongoing maintenance, including testing, lessons learned reviews, and supporting protocol enhancements as needed.

Incident Escalation/Resolution Support

  • Supports managers on critical incidents, including safety and security issues, and escalated client matters, working closely with P&C, facility, and program leaders, capturing lessons learned to enhance loss controls and risk management capabilities over time.

  • Prepares trend reporting (quarterly) to identify incident trends and potential enhancement opportunities in MODC processes, and supports the Senior Director with annual litigation/ethics reporting to the Board.

Risk & Resilience Team

  • Contributes to a strong Risk & Resilience Team culture, fosters inclusive spaces, supports positive learning, generates enthusiasm for Team-led projects, and capacity-building initiatives.

Qualifications and Experience

  • University degree in Business or a related field, and a Risk Management Designation (e.g., CRM)

  • Minimum 5 years experience (Manager level) in risk management and insurance

  • Project management and process improvement certification are assets

  • Advanced knowledge and practitioner application of risk management standards and processes

  • Extensive process design, development, and implementation experience

  • Excellent analytical and problem-solving skills; root cause analysis and process improvement experience

  • Strong project management skills, with a demonstrated ability to initiate and implement change

  • Superior communication skills (verbal/written), able to synthesize information and communicate effectively; advanced skills in report writing, training, and workshop delivery

  • Well-developed interpersonal and relationship-building skills; ability to establish rapport and communicate effectively with staff at all levels

  • Demonstrated ability to manage competing priorities and a wide range of tasks and stakeholders

  • Commitment to working in a socially inclusive environment, responding with sensitivity and personal awareness to the diverse needs of people, including visible and non-visible dimensions of diversity
