Jacobs Operational Readiness Interface Manager in Toronto, Ontario

The Operational Readiness Interface Manager provides the leadership, technical expertise, problem solving and people skills necessary lead the resolution of complex issues, while engaging across multiple teams and organizations, as the projects transition through to Revenue Service.

This role within the program-wide Bringing-Into-Use (BIU) team will report to the BIU Operational Readiness Lead. The BIU team is tasked with successfully leading numerous rail infrastructure projects currently under construction into Revenue Service. The BIU key functions are numerous and include various Operational Readiness activities for the assigned projects such as standardizing best-in-class approaches to systems engineering, Commissioning, construction closeout, internal project interfaces, schedule and risk management, and project endorsement requirements. The Operational Readiness Interface Manager will also support the development of BIU processes and procedures through participation in BIU working groups. The role entails independently performing a variety of complex technical, analytical, interface, project management and contract administration work through the projects transition into Revenue Service.

We are looking for a self-starter with strong problem solving skills, a technical and project management background, knowledge of contract management strategies and relevant industry practices, as they pertain to the closeout of large P3 projects. Direct experience with the P3 Substantial Completion process would be an asset. Based in Toronto, you’ll have the chance to use your experience and expertise managing and executing large transit projects within the client team through to Revenue Service. Here's What You’ll Need:

  • Ability to independently apply advanced analytical techniques to problems related to P3 contract administration related to Substantial Completion and Revenue Service.

  • Proven capacity to deeply understand and analyze complex issues and to effectively articulate those issues to client representatives in a clear and concise fashion both verbally and in written form.

  • Provide technical and contract management recommendations and guidance to the project delivery team and the broader client organization

  • Represent the client at multiple projects working groups.

  • Ability to work with a large and diverse team to monitor and track all pre-requisites to Substantial Completion including:

  • Deficiencies;

  • Submittal progress;

  • Quality documentation;

  • Safety and security certification;

  • Testing and commissioning documentation;

  • Third party infrastructure Commissioning and handover; and

  • Plans, strategies, supporting documentation, and evidence related to the Substantial Completion process.

  • Monitoring the progress of Commissioning and handover of third party infrastructure with an awareness of emerging issues and an ability to identify and characterize emerging risks including quantification and strategies for mitigation.

  • Audit and review work to confirm conformance with the Project Agreement, good industry practice, and applicable standards.

  • Monitor and track outstanding work and deficiencies and ensure resolution prior to Final Completion.

  • Fieldwork experience including identifying issues and deficiencies related to Substantial Completion and working with the project team to provide resolution.

  • Input to project schedules suitable for use in working group discussions and that has a level of certainty to support the Control Room function.

  • Support gap analysis of project contract requirements against Operational Readiness requirements and assist in the creation of an action plan to address any gaps.

  • Assist in determining Operational Readiness requirements.

  • Adopt project Lessons Learned, good industry practice, and ensure effective knowledge transfer.

  • Support for Risk Management activities and corresponding mitigations.

  • Support of Quality or Safety Management Objectives related to Operational Readiness.

  • Input to BIU processes and procedures, taking into consideration current Operational Readiness mandate, incorporating LEAN principles.

  • Participation and development of the project Substantial Completion dashboards and Commissioning trackers for BIU.

  • Provide ongoing support to the BIU Operational Readiness Interface Lead and other leadership where required.

Ideally Here’s What You’ll Also Have:

  • Superior people and negotiating skills.

  • In depth understanding of technical, project management and construction fundamentals on major P3 projects.

  • Experience liaising with clients, contractors, and consultants.

  • Excellent organization and communication skills including the ability to communicate complex ideas clearly and succinctly.

  • High degree of technical competency and understanding of contractual, and commercial fundamentals on major projects.

  • Proactive stakeholder management.

  • Bachelor’s degree in engineering or related discipline, or equivalent Diploma with relevant experience

  • 10+ years of progressive technical and project management and/or contract administration experience on a rail or transportation infrastructure project.

  • Professional Engineer or Certified Engineering Technologist Designation

  • A PMP designation would also be an asset.

  • A high level of proficiency in Microsoft Excel, PowerPoint and Word is required.

  • Proficiency in Microsoft Project or P6 would be an asset.
