Position Summary:

This successful candidate will fill a key leadership position within the Toronto Public Health’s Epidemiology and Data Analytics Unit (EDAU). The EDAU management team is multi-disciplinary, integrated, and highly collaborative. Collectively, the management team is responsible for developing and delivering a complex and critical program designed to produce high quality and effective population and public health assessment and surveillance information for the City of Toronto.

Major Responsibilities:

  • Leads one of two significant and critical teams of epidemiology professionals responsible for population health assessment and surveillance. This role is primarily responsible for the development, implementation and continuous quality improvement of population health status trends and related risk behaviours.

  • Collaborates with other management members within the Epidemiology and Data Analytics Unit, to ensure Toronto Public Health’s (TPH) population and public health assessment and surveillance responsibilities are met, as guided by the Ontario Ministry of Health Ontario Public Health Standards (OPHS).

  • Is a strong people leader who manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Develops and implements detailed plans and recommends policies regarding program specific requirements. Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

  • Ensures staff/office compliance with all applicable legislation (e.g., Ontario Human Rights Code, Workplace Harassment, Confidentiality, Occupational Health and Safety, Professional Standards and Practice, and the Health Promotion and Protection Act.)

  • Manages and coordinates population health assessment and surveillance and epidemiological functions for the City of Toronto.

  • Provides strategic, timely, accurate and relevant information related to community health status trends in Toronto through epidemiological and statistical methodologies.

  • Develops and implements strategies for reporting and utilizing population health information to strengthen evidence-informed decision-making.

  • Ensures epidemiological and statistical evidence is defensible and based on principles of continuing quality improvement and quality assurance. Ensures study methodologies are scientifically rigorous and that complex information is accurate, timely, accessible, relevant and useful.

  • Ensures readiness and timely responses to emerging and urgent issues including outbreaks and other emergencies, media requests, etc.

  • Establishes and maintains strong positive relationships with Toronto Public Health management and staff in all program areas as they relate to the monitoring of population health information, epidemiological and statistical standards and use of related evidence.

  • Establishes standards and processes for data asset protection, adherence to data sharing and related agreements and confidentiality of information as appropriate.

  • Reviews research proposals for relevance, feasibility, scientific and ethical merit according to divisional policy.

  • Liaises with City Legal Services and Risk Management to identify and resolve issues related to data sharing agreements, contracts, and job functions.

  • Liaises with Divisional Human Resources staff to recruit and hire staff as required. Other clients and peers across TPH.

  • Advises, liaises and consults with municipal, provincial, federal, and international health authorities, and academic partners as needed.

  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.

  • Investigates, develops and integrates innovative approaches, new technologies and best practice to support operations Maintains up-to-date knowledge of epidemiological and statistical methods, population health information data and systems, related best practices and societal trends related to health and demography.

  • Directs and reviews the preparation of reports and recommendations, correspondence and responses to inquiries, presentations and briefings to senior management, the Board of Health, Councillors, external agencies and others.

  • Improves operating performance through effective and efficient administration and response, including the development, implementation, monitoring and evaluation of policies, procedures, strategies, operational plans, performance measures and project management systems.

  • Represents the Medical Office of Health or other senior management as required.

Key Qualifications:

  1. Master’s degree in Epidemiology or a related discipline, or an approved equivalent combination of education and experience.

  2. Extensive experience with leading, supervising, motivating and coaching a team of professionals, fostering teamwork, a positive workspace, employee engagement and development.

  3. Advanced knowledge of current public health issues, with considerable experience in epidemiological and population health assessment and surveillance.

  4. Extensive experience in the preparation, analysis and interpretation of technical reports, data and the application of statistical methodologies.

  5. Considerable experience performing as a collaborative program leader, promoting values representative of the Toronto Public Service including integrity, equity, diversity and inclusion.

  6. Considerable knowledge and experience with planning, developing, implementing and evaluating programs, policies and procedures supporting progressive public health epidemiological objectives and initiatives.

  7. Considerable knowledge of ethical issues related to public health surveillance and research.

  8. Proficiency in various competencies including highly developed interpersonal, judgement and relationship building skills, with advanced conflict resolution, problem solving skills, demonstrating innovation, a commitment to service excellence and continuous improvement.

  9. Ability to communicate effectively both verbally and in writing at all organizational levels, other levels of government, agencies and the public, including the delivery of technical information to non-technical audiences.

  10. Thorough knowledge of relevant legislation, regulations and standards including the Health Promotion and Protection Act, Ontario Public Health Standards, Occupational Health and Safety Act, Human Rights Code, etc.
