Job Description

The Coordinator, Programs will support theCoordinated Access team (https://www.toronto.ca/community-people/community-partners/coordinated-access-to-housing-supports/) in Toronto Shelter and Support Services (TSSS) in the development, implementation and evaluation of policies and programs that effectively and equitably connect individuals experiencing homelessness with housing and support opportunities. This position will work with a range of internal and external stakeholders to support the City in delivering strategies and programs to support individuals experiencing homelessness.

By adopting an actively anti-racist, trauma informed, harm reduction and Housing First approach to program development and implementation, you will make a significant contribution to homelessness initiatives in Toronto.

Major Responsibilities:

The primary functions associated with this position include but are not limited to:

  • Implements detailed plans and initiatives and recommends policies/procedures regarding program specific requirements.

  • Conducts research into assigned area of homelessness including issues experienced by individuals experiencing homelessness ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.

  • Supports the planning of stakeholder tables and advisory bodies related to the homelessness and housing system.

  • Coordinates the development of materials (presentations, briefing notes and reports) across teams and program areas, including the facilitation of meaningful engagement with stakeholders and advisory bodies, and ensures effective channels of communication and responsiveness.

  • Contributes to the development and implementation of policies, programs and projects to support delivery of the Toronto Shelter and Support Services service plan and divisional objectives

  • Liaises with and fosters cooperative working relationships with TSSS managers and staff, other City Divisions, Agencies and Corporations involved in the delivery of housing and homelessness services, and community partners.

  • Builds and maintains strong relationships among internal and external partners to ensure consultation processes and engagement are effective.

  • Manages the development of operational policies, programs and service plans in support of the Divisional strategic plan

  • Establishes networks and liaises with staff and management from other programs, community agencies and government to negotiate/coordinate service partnerships, advocate for program needs and share expertise

  • Leads community engagement, relationship management and representation on stakeholder advisory groups to build relationships and advance program development and implementation

  • Upholds and promotes anti-racist, trauma-informed, and housing first principals and practices in all initiatives employing and equity and diversity lens

  • Monitors and analyzes changing community needs for the purposes of identifying necessary operational policy revisions and/or development

  • Supports corporate communications and training strategies regarding homelessness services and supports

  • Maintains TSSS data on homelessness and housing for reporting and trend analysis

  • Performs ongoing review of relevant policies and procedures

  • Develops, promotes and operationalizes change management exercises throughout program areas

  • Maintains close and effective working relationships with community agencies, officials at other levels of government, elected City Officials, and Divisional partners throughout the City to maintain an awareness of trends and issues related to the maturation of a coordinated access system.

  • Assists in the analysis and interpretation of statistical data to identify emerging trends at the City as relevant to the development and implementation of a Coordinated Access System

  • Develops staff training strategies including planning, coordination and evaluation of training activities

Key Qualifications:

  1. Post-secondary education in a discipline pertinent to the job function (i.e. public administration, social work, social science, community development or social science) or equivalent combination of education and experience.

  2. Experience planning and conducting research and analysis on housing and homelessness issues, with a focus on the needs of homelessness.

  3. Experience in the planning, development, implementation, and/or evaluation of programs and policies that address the needs of individuals experiencing homelessness.

  4. Experience in planning and coordinating stakeholder engagements to inform program design and planning, including but not limited to engaging with community organizations, program staff, and residents and/or people with lived experience of homelessness.

  5. Ability to effectively direct and motivate project teams.

  6. Highly developed communication (written and verbal), interpersonal and human relations skills.

  7. Knowledge of current issues and trends in homelessness, affordable and social housing, systematic inequities and responsibilities of levels of government.

  8. Highly developed conflict resolution, problem solving and facilitation skills.

  9. Ability to direct and motivate project staff teams.

  10. Knowledge of effective methodologies for data collection and analysis

  11. Knowledge of current issues and trends in homelessness, social work, social housing, mental health, addiction, community funding, municipal trends and policies and related legislation

  12. Working knowledge of the Collective Agreements, Occupational Health and Safety Act, MFIPPA, PHIPA, Shelter Standards and other relative legislation
