The Specialist supports the work of the Vice President, Government and Community Relations and the Director, Government Relations to build relationships and shape health care policy in Kansas with government and community partners. The Specialist also supports the Director with the development of corporate positions on federal and state health policy proposals. Assist with drafting white papers, educational material and testimony for legislative, regulatory and community partner public meetings. Gather data and facts from the division\'s social determinants of health and community relations programming to aid in identifying health policy proposals that align with or compliment BCBSKS\' activities in the community. Assists in the coordination of congressional relations programs and state legislative relations program. Assists with monitoring the activities of the national association of insurance commissions and proposal of regulations by KID. Will develop a close working relationship with internal partners. Assists in disseminating throughout the company information about new state insurance laws and regulations. ** This position is eligible to work hybrid (9 or more days a month onsite) in accordance with our Telecommuting Policy. Trust: Work for one of the most trusted companies in Kansas What youll do: Work regularly with BCBSKS subject matter experts, local and national health policy experts, and staff at BCBSA and other entities on federal and state health policy issues. Assist in development and dissemination of the company\'s health policy positions to legislators and other state elected officials using fact-based information, to advance the organization\'s legislative and regulatory affairs\' goals, at the direction of the Director, Government Relations. Conduct research and analysis on state and federal health policy issues and produce written communication to advance public policy goals, including policy papers, testimony, speeches, power points, fact sheets, talking points, research summaries, etc., as directed. Must be accessible via text, voice, and/or data, and is therefore expected to be available to timely respond during non-working hours as scheduled or needed. What you need: Bachelors degree in Political Science, Communications, Journalism, Public Health, Economics, Pre-Law or relevant subject. Master\'s degree in a health policy-related field is preferred. Five or more years\' professional experience in public policy, state or federal government agencies, legislative relations or health care related fields. With an advanced degree of Master\'s or JD, then a minimum of 2 years professional experience is required. Strong analytical and critical thinking skills and the ability to identify and analyze a problem and determine the best solution. Ability to plan, organize and implement strategies to build support and excitement for BCBSKS health policy initiatives. Excellent oral and written communication skills with the ability to express complex concepts in simple terms. Bonus if you have: Must know or be able to learn federal and state political processes. Demonstrated research, writing, and editing skills. Knowledge of various health policy issues including but not limited to health insurance, government programs, social determinants of health and public health programs. Ability to review and synthesize health policy studies and roposals. Demonstrated personal computer skills and the willingness to learn in the use of a suite of software tools (such as Microsoft Word, PowerPoint, Excel, etc). Ability to write understandable, concise, grammatically correct materials.
