POSITION SUMMARY: Under general supervision is responsible for planning, evaluating, conducting and/or directing surveying activities; performs related work as required. *ESSENTIAL JOB FUNCTIONS: *
- Manages land survey projects in the areas of boundary, ALTA/NSPS Land Title Surveys, transportation/right-of-way, topographic, utility and construction staking
- Gives direction to survey crews and technicians in obtaining alignment, topographic, cross-sectional, horizontal and vertical information necessary for engineering design and construction of roadway, utility and bridge projects
- Supervises crews in the operation of all survey instruments and equipment and provides training as required
- Reviews work of surveying staff and outside consultants
- Provides guidance and direction to upper management within areas of surveying and land description
- Identifies and establishes land boundaries and legal descriptions of land for conveyance and recording purposes or to determine encroachments in the public right-of-way
- Reviews, signs and certifies topographic maps, survey plats, and other documents as a registered surveyor
- Meets with public, property owners and public officials regarding surveys, existing and proposed right of way plans and/or prepares descriptions for acquisition of property
- Provides survey-related information to other City offices, contractors, developers, attorneys and the general public - Produces survey base maps for engineering projects from topographic and planimetric and photogrammetric survey data;
- organizes, digitizes, and categorizes survey data
- Coordinates plan/project activities with other offices
- Coordinates the research and collection of all legal documents to ascertain proper ownership of parcels
- Prepares and/or reviews warranty deeds, legals descriptions, easement descriptions and work agreements
- Researches state, county and city public records (maps, property deeds, surveys, highway plans, city plans, subdivision plats) and/or utility companies, private engineering firms and surveying firms
- Checks proposed record plats for accuracy prior to recording
- Prepares budget needs for survey and survey related computer equipment
- Maintains and calibrates survey instruments; monitors and accounts for factors pertaining to GPS surveying (solar storms, atmospheric, radio and cellular interference)
- Transfers survey data collected into computer and prepares files for design use
- Programs and reprograms Survey Data Recorders as necessary
- May appear in court as an expert witness
- Prepares final topographic survey and other survey data as required in engineering design software for use by engineering design or construction staff
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of:
- Surveying principles, practices and terminology
- Instrument and equipment used in survey work
- ALTA/NPS surveys
- Boundary surveys
- Microsoft office products
- CADD, COGO, GPS, and GIS
Skill in:
- Oral and written communications.
- Performing professional survey work
- Reading and interpreting construction plans
- Researching boundary and property ownership determination
- Evaluating new technology and purchase of new equipment
