    Under general direction, oversees the daily operations of the Thornton Police Department Property and Evidence unit. Responsible for the intake, storage, retrieval, chain of custody and release/disposition of all property and evidence in the possession of the Police Department.

ESSENTIAL FUNCTIONS

Performs job duties of the position supervised including but not limited to general intake and processing of property and evidence. Tracking chain of custody, dispositions and destruction of property.

Leads, trains and oversees job duties of the property evidence unit.

Manages, supervises, and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination, or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains, and develops employees in the accomplishment of their duties and professional growth; evaluates performance.

Interprets and implements accreditation standards, Police Department policies, City regulations, National Property and Evidence Standards and personnel policies.

Identifies changes in procedures, makes recommendations and prepares updates and plans for implementation of new systems and procedures to stay current with industry standards.

Completes monthly, quarterly and annual reports and audits according to Department Policy and needs.

Handles internal and external complaints and addresses performance and behavior concerns.

Assists with budget preparation and tracking to ensure the needs of the unit are met.

Manages relevant accreditation activities and provides proof of compliance.

Conducts periodic checks and evaluation of daily work products within the property and evidence room to ensure compliance with established procedures and laws.

Coordinates the execution of appropriate property disposition in accordance with State and municipal laws and Statute of Limitations to include release to owner, deposits to financial institutions, drug destruction, auctions and destruction of confiscated weapons.

Coordinates access and repairs in the property evidence room with Building Maintenance.

Coordinates and instructs the recruit academy and officer training as it relates to the booking, intake, storage and disposal of property and evidence.

Facilitates changes and identifies issues and solutions in the RMS database and other technical tools with department administrators.

Continual review, evaluation and improvements of work processes.

Plans out strategic goals and implements them in the Property and Evidence Unit.

Orders supplies and maintains files on all equipment, repairs, warranties, and cleaning of all equipment used and maintained by the property unit.

Assists police staff in evidence collection at crime scenes or during search warrants practicing proper evidence collection protocols.

Assists with transportation of evidence to and from Colorado Bureau of Investigations and other locations outside of the police department.

May testify in court on chain of custody and evidence processing procedures.

May work varying schedule and/or shifts.

Performs other duties as assigned.

QUALIFICATIONS

Education/Experience:

High School diploma or GED required. Bachelor's degree or supplemental course work in criminal justice or related field preferred; three years’ experience in police property and evidence or related work. Two years of lead or supervisory experience. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:

Must obtain NCIC/CCIC Certification within 6 months of hire. Obtain International Association of Property and Evidence (IAPE) certification within 1 year of hire.

Valid driver’s license with a safe driving record.

Knowledge, Skills, and Abilities:

Knowledge of the policies, procedures and goals of the City of Thornton and the department.

Knowledge of standard operating procedures of a police property evidence management.

Knowledge of applicable federal, state, and local laws, codes, and regulations.

Knowledge of principles and practices of evidence collection and handling.

Knowledge of occupational hazards.

Knowledge of property evidence record keeping procedures and techniques.

Knowledge of planning and scheduling distribution or destruction of property.

Knowledge of basic principles of supervision and training.

Skill in basic report preparation and writing.

Skill in operating standard property evidence equipment as assigned.

Skill in carefully handling critical or delicate evidence.

Ability to supervise, direct and train employees.

Ability to follow standard safety practices.

Ability to prepare clear and accurate reports.

Ability to respond to citizen, departmental, and other agency issues, concerns and needs.

Ability to understand and follow directions, and to work independently when required.

Ability to use standard office equipment, computer equipment and software including word processing, database management, spreadsheet applications and electronic mail.

Ability to listen well and communicate effectively orally and in writing with various audiences.

Ability to establish and maintain effective working relationships with employees, other police agencies and the general public.

Physical and Mental Requirements:

While performing the essential duties of this job, the employee is required to stoop, kneel, crouch, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hearing, and make repetitive motions. This position is mostly light work; exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. The employee is required to have close visual acuity. Involves exposure to unpleasant odors and potentially haz a r d ous conditions encountered in the regular handling, transporting, storage, and disposal of evidence that presents health and safety risks; firearms, ammunition, sharps, drugs, biological specimens, items contaminated with body fluids, mold, bedbugs, mouse droppings, chemicals, flammables, explosives, etc.

Examinations may include but are not limited to application screening beyond minimum qualifications; written, oral, practical exercise or any combination thereof or other job related assessment deemed appropriate by Human Resources.
