Summary The Management and Program Analyst will report to the Administrative Officer (AO), for The Villages VA Outpatient Clinic located in The Villages, Florida. The program analyst will coordinate, advise, analyze, implement improvements, monitor, and plan for the delivery of Outpatient/Primary Care healthcare operations provided by clinical services. Responsibilities Major duties include but not limited to: Provides oversight, recommendations to leadership, and implements the distribution and maintenance of system design processes and techniques across outpatient clinical services. Reviews allocation of human and capital resources for effectiveness, conducts strategic planning utilizing applicable business software and principles, performs quantitative analysis, operational analysis, workload analysis and projection, business case analysis, VERA analysis, labor mapping, and performance improvement models. Serves as the Information Manager for multiple elements of operations to include but not limited to Access Coordination, Data Validation, and Accounts Management. Ensures data quality through workload validation. Verifies and maintains profiles for labor mapping and workload capture. Maintains profiles stop code accuracy and meets all VHA Scheduling directives for profile management. Develops and maintains quality management programs which provide the services and technical counsel necessary to meet procedural, legal, and accreditation requirements relating to the care and treatment of patients. When designated, incumbent investigates, develops facts, conclusions and recommendations in matters requiring investigation. Investigations may include focused reviews, Root Cause Analysis and Healthcare Failure Mode and Effect Analysis. Participates in business planning within TVOPC by participating in Management Briefings, sharing annual performance/activities of the clinic and issues/needs for upcoming year with local leadership Service as Service Level Administrator for Patient Advocacy inquiries, VA White House Hotlines, V-Signals, and Congressional Inquiries. Serves as Administrative Officer representative in a lead capacity for service line including in committees and work groups as assigned. Develop, analyze, and manage the actual or potential effectiveness of the procedures, work methods, manpower, utilization, and distribution of work assignments within The Villages VA OPC. Work Schedule: Monday-Friday 7:30am-4:00pm or 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. You may qualify based on your experience and/or education as described below: GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop, analyze, and manage the actual or potential effectiveness of the procedures, work methods, manpower, utilization, and distribution of work assignments. Reviews and makes recommendations for improvement related to quality metrics. Ensures that access and appointment management is maintained according to VHA policy/procedure related to bookable hours, grid management, clinic closure policy/procedure, overbook capabilities, and wait time measures. Acts as a facility resource person for service, participates as a member of committees and workgroups related to operations and performance for outpatient operations. Participates in business planning within facility by participating in Management Briefings, sharing annual performance/activities of the clinic and issues/needs for upcoming year with local leadership. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk encaging in conference calls or video conferencing. This position also requires the ability to travel occasionally to other clinics or the hospitals within the health system. Incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending, lifting up to 10 pounds and prolonged sitting may be required.
