Job/Position DescriptionUnder the supervision of the HIV/STD Program Manager and direction from the Surveillance Front Line Team Lead, the position performs moderately complex public health surveillance and reporting duties. Manages electronic disease queues and enters data into the data management system. Conducts extensive phone consultation with healthcare providers, laboratories, local health departments, and DSHS HIV/STD Unit staff for the purpose of gathering clinical information. Reviews and analyses data for reports and to support program activities. Provides administrative and other support functions to the program. Works under limited supervision and must exercise initiative, discipline, independent judgment, and effective use of analytical skills. Compliance with DSHS Immunization Policy required: serologic evidence of immunity to, or documented evidence of vaccination against, measles, mumps, rubella, varicella (chickenpox), Tdap, annual vaccination against influenza, and hepatitis B. Essential Job Functions40% Manage Disease Reports: Manages queues in the data management system to support surveillance and public health follow up. Reviews records for completeness, requests missing information, and processes electronic records following DSHS HIV/STD standards. Reviews medical records and/or contacts healthcare providers to verify disease diagnosis, verify treatment, and/or collect other missing information from electronic laboratory reports. Accurately enters incoming disease and treatment reports received by fax, mail, or electronic file sharing into the data management system within the required timeframes. Maintains high standards of confidentiality of all records whether electronic or hard copy. 25% Technical Assistance and Education: Provides extensive technical assistance to local health departments, physicians, and infection control practitioners regarding HIV/STI and AIDS reporting laws, definitions, form completion and reporting procedures. Conducts and/or coordinates healthcare provider visits and training. Supports surveillance activities through regular contact with reporting sources.20% Surveillance and Data Management: Conducts moderately complex data analysis to support public health follow up activities. Routinely reviews data and prepares reports regarding investigation activities, case volume, trends, and other program metrics. Performs quality assurance reviews of STI data in the data management system ensuring completeness and assessing accuracy and compliance with reporting regulations. Compiles HIV/STI data for special projects by gathering and analyzing data via review of medical charts and submitted reports. Use data to recommend improvements to reporting, data management, and/or surveillance actions. Share data, records, or reports with the DSHS HIV/STD Unit through electronic file sharing systems. 10% Program support: Provides field support for the program such as logistical planning and support of community events, management of records in the field, providing information on reporting, and/or data entry of records collected in the field. Provides administrative assistance for the program as requested including but not limited to ordering program supplies, tracking expenditures, managing inventory of supplies, assisting with travel, note taking, and data entry.
