This position can work remotely in the continental U.S. with occasional business travel.

The Opportunity

As a dedicated Director, Account Opening Fraud Policy, you will be working with the Fraud Prevention Team in USAA’s Bank Fraud Operations Group. They will work with key internal and external stakeholders, aligning fraud and business needs to facilitate a balanced performance engagement for fraud loss management and outstanding member service.

What you'll do:

  • Directs staff and initiatives that support fraud risk management programs, to include governance support, fraud risk oversight, fraud risk management infrastructure development, fraud risk identification, quantification, aggregation, and emerging fraud risks.

  • Oversees the review of fraud risk management requirements to include analysis of business impact and operational risk assessments for enacted fraud laws and regulations and recommends company actions to ensure regulatory compliance.

  • Partners with key stakeholders in the business and oversees the ongoing supervision of activities to include fraud risk management assessments, identification and evaluation of control effectiveness and control failures, facilitation of fraud remediation, market conduct exams, and monitoring the first line of defense business controls to minimize fraud exposure and strengthening the overall control environment.

  • Partners with business leaders to proactively identify strategic and tactical fraud solutions and provides fraud risk management subject matter expertise for the enterprise, line of business or staff agency programs, projects, processes, and product initiatives.

  • Reviews, communicates, and recommends the development of fraud risk management policies and procedures in partnership with the enterprise Fraud Governance executive and senior leaders to ensure appropriateness and adequacy versus industry best practices and regulatory requirements.

  • Provides counsel to business unit managers on fraud related issues to ensure they are considering fraud implications.

  • Coordinates with other functional area, company, or staff agency compliance subject matter experts to ensure consistent fraud risk management programs and procedures are in place and in alignment with risk and compliance policies and procedures.

  • Responsible for regular reporting on the status of fraud activities and alerting senior management to potential fraud risks, compliance issues, and operational inefficiencies.

  • Builds and oversees a team of employees for assigned functional area through ongoing execution of recruiting, development, retention, coaching and support, performance management, and managerial activities.

  • Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.

What you have:

  • Bachelor’s Degree OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.

  • 8 years of operations experience in a relevant functional area to include financial services, Fraud, AML, compliance, risk, audit, third party risk management or other related operational areas that support fraud risk management initiatives within the business.

  • 6 years of fraud, compliance, risk, audit, or regulatory related experience with significant accountability for projects, programs, processes, or policies.

  • 3 years of direct team lead or management experience.

  • Experience researching, designing, and implementing fraud, compliance, risk or regulatory matters.

  • Expert knowledge of relevant regulatory compliance, industry regulations and regulatory data sources.

  • Knowledge of federal laws, rules, and regulations to include: PCI, REG CC, REG E, UCC, FCRA, BSA/AML, Elder Financial Exploitation guidance, OCC Fraud Risk Management 2019-37.

  • Implements data-driven methodologies across multiple channels, including emerging technology and mobility, to optimize end user experiences to drive KPI/KRIs.

  • Develops best-in-class practices, tools, and processes to collect data, member feedback, derive insights, and inform product decisions.

  • Collaborates with and influences Digital or Technology product managers, developers, vendors, designers, and other stakeholders to ensure successful product strategies and product/ feature launches.

  • Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.

  • Significant knowledge in fraud product management to include account opening, customer onboarding, profile management and identity theft.

  • Prior experience in fraud policy roles engaging internal stakeholders.

  • Understands landscape of vendor product offerings related to ID verification/proofing, device recognition/risk assessment, behavioral analytics and has experience managing implementation of best-in-class fraud technology solutions.

  • US military experience through military service or a military spouse/domestic partner

What we offer:

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location. The salary range for this position is: $120,550-$230,400 .

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
