    POSITION DESCRIPTION: Supervises employees by communicating regularly, motivating, training, evaluating, and planning and directing employees’ work. Performs the role of supervisor to the PCard Works and Statewide Travel Management System (STMS) administrator staff. This responsibility also includes hiring, firing, evaluating, training and taking disciplinary actions. Reviews work of subordinate employees for accuracy, completeness and compliance with directives, policies and procedures; evaluates work performance, controls workflow and ensures compliance with established deadlines; establishes job priorities and assigns work; promotes and encourages career progression of personnel; establishes and conducts proficiency training according to job assignments; assesses current and future needs for personnel and training.

    Acts as the Purchasing Card Program Administrator for the Department: Coordinates, monitors, and oversees the Department’s Purchasing Card program and ensures that key controls are in place, operate as designed and comply with the State of Florida Purchasing Card Program Administrator’s manual and Department of Transportation's procedure. Provides training for Purchasing Card Accountholder and Approvers.

    Coordinates and distributes purchasing card-related and STMS information with all users and provides a forum for issue resolution. Acts as the liaison with the Department of Financial Services, Department of Management Services, and the purchasing card contract bank for purchasing card issues.

    Acts as liaison between the FDOT’s Information Technology staff and the Department of Management Services (and/or software vendor) to identify and resolve STMS related issues as it pertains to user roles, workflows and system functionality.

    Manages addition of department vendors into the FLAIR Statewide Vendor File, including maintenance and monitoring of vendor add email inbox and scheduling of designated inbox handlers. Responsible for analyzing add requests to determine if adding records is appropriate or necessary. Acts as Department liaison with the Department of Financial Services for all disbursement issues related to the FLAIR Statewide Vendor File.

    Manages other disbursement related, Department owned systems including but not limited to the FLAIR Information Delivery Option (FIDO) and the Transportation Vendor Information (TVI) applications. Responsible for testing and approving functional changes and monitoring system access.

    KNOWLEDGE, SKILLS AND ABILITIES: Ability to supervise people effectively, determine work priorities, and assign work tasks. Skill in oral and written communications. Skill in customer service orientation. Knowledge in problem solving and decision making techniques. Ability to identify needs and develop and present effective training. Knowledge of information systems technology supporting the Disbursement process. Knowledge of generally accepted account payable policies, procedures and internal controls. Ability to create and analyze individual and sectional performance measures. Skill in identifying and documenting personnel performance or conduct deficiencies. Ability to research, formulate, analyze, and communicate Disbursement policy and procedures .
