The Work You Will Do:

This position is responsible for the successful operation of the Wastewater Management Program in Tallahassee, Florida including development and implementation of regulations and policies, staff supervision and mentoring, and ensuring effective implementation of the Wastewater Management Program. The Program Administrator: manages the statewide implementation of the industrial and domestic wastewater National Pollutant Discharge Elimination System (NPDES) permitting programs; oversees the state’s NPDES Generic and state general permitting programs; directly supervises the state’s NPDES permitting of electrical power plants; coordinates statewide training, and permit technical reviews for pretreatment, toxicity, non-potable reuse, biosolids and water quality standards; and oversees compliance and inspections for pretreatment programs throughout the state. Staff within the Wastewater Management Program work closely with DEP district offices, other Programs within DEP, the U.S. Environmental Protection Agency, the regulated community and the public. In fulfilling the requirements of this position, the Program Administrator is responsible for maintaining effective communications in a manner that is consistent with the agency’s mission, standards, values, and expectations for fairness, cooperation, and respect.

The Division of Water Resource Management (DWRM) is responsible for implementing state laws providing for the protection of the quality of Florida’s drinking water, ground water, rivers, lakes, estuaries, and wetlands, and reclamation of mined lands. This position plays a critical role in helping to ensure Florida’s groundwater and surface water resources, as well as public health, are protected by providing critical oversight over the implementation of the statewide Wastewater Management Program.

  Your Specific Responsibilities:

• Maintain effective internal communication with Division leadership, program staff, and other Divisions within the Department, keeping abreast of the Agency’s standards and expectations for communication effectiveness.

• Monitor work performance of direct reports to include written evaluations, counseling to develop skills and correct deficiencies, and recognizing employee accomplishments.

• Supervise technical professional staff who are implementing the Wastewater Management Program. This includes the assignment of specific tasks and effective management to assure that all work is done in a timely manner consistent with department and division policies and procedures.

• Oversee the development of programs to ensure overall permitting consistency, including permit templates, review of draft permits, and guidance manuals.

• Coordinate the development of rules, policies, and procedures for implementation of all aspects of the Wastewater Management Program. Identify areas of rule, policy, or procedural deficiencies and make recommendations for improvement. Activities may involve directing and performing development of rules, generic permits, policies, and procedures for wastewater facilities regulated under this program.

• Provide and oversee technical assistance and training to the regulated community, Department staff, consultants, other agencies, and the public on all aspects of the Wastewater Management Program. Coordinate responses to complaints, written and telephone inquiries, and information requests.

  Required Knowledge, Skills, and Abilities:

• Ability to identify and communicate program priorities.

• Ability to manage staff in an effective manner, in accordance with agency directives and priorities.

  Required or Preferred Qualifications:

  Required

• A bachelor's degree in a related field from an accredited college or university and four years of verifiable related experience; or any combination of related post-secondary education and verifiable related experience for a total of eight years.

• Knowledge of federal and state wastewater management regulations.

  Preferred

• Professional Engineering license or a background in engineering.

• Experience managing projects and teams performing environmental management and consulting activities, environmental compliance, or similar management functions.

• Experience presenting information and recommendations to groups of stakeholders.
