The Work You Will Do:

The Division of State Lands, as Florida’s lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Governor and Cabinet). As such, the division’s role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers and islands. These public lands help ensure all Florida’s residents and visitors can truly appreciate the state’s unique landscapes.

The Bureau of Public Land Administration (BPLA) is the Board of Trustees’ real estate administration program within the Division of State Lands that generates revenue through a variety of instruments benefiting the Board of Trustees and other state agencies, for the management, administration, protection and conservation of state-owned lands.

BPLA has a diverse group of team members with a focus on land management and customer service. The Bureau produces approximately 1,200 instruments a year and engages with those lessees who perform the day-to-day management of the state’s land portfolio. BPLA effectively manages the dynamic land inventory of the Board of Trustees of the Internal Improvement Trust Fund while protecting water resources, public access and bridging communication with all stakeholders.

    Pay:

    $58,000 to $68,000 based on education and experience.

    Your Specific Responsibilities:

    Supervises and directs staff in the preparation of state submerged lands instruments and analyzes/reviews legal instruments for accuracy and completeness; and is responsible for communication with the DEP legal counsel in the development of revenue generating instruments/specific language and associated documents; maintaining templates electronically and historical changes; and directs staffs’ preparation of agenda items and reviews for accuracy and completeness prior to submittal to supervisor for approval for inclusion on the Board of Trustees agenda.

    Responsible for work analysis, metric reports and delegation reports to be submitted to supervisor within required timeframe. Provides production trend forecasts to the supervisor in anticipation of meeting all required production timeframes.

    Assists planning and directs staff in the development of and coordinates the on-going maintenance of the section’s procedures manuals. Responsible for maintaining all manuals and guidelines electronically and available in a shared format. Researches and resolves problems associated with the section’s areas of responsibility and/or identifies deficiencies; reviews processes/procedures and implements resolutions for submittal to supervisor for approval.

    Assists in the development, implementation and on-going maintenance of any systems required to ensure that all the section’s project assignments are properly identified and completed by the due dates and provides supervisor status reports as requested; identifies and advises higher-level management in the development of proposed rule/policy amendments for consideration by higher-level management. Assists in disseminating policy and guideline information to staff, ensure those policies and guidelines are available in a shared format and stored electronically for historical purposes.

    Consults with and assists in coordination of activities with the Division of Water Resource Management, the Water Management Districts and the DEP District Offices in the development and execution of submerged lands instruments; obtains from and provides to those entities information/materials as required; participates in on-site reviews of district operations and is customer service liaison with the public, governmental agencies, and departmental staff to field queries and facilitate development/processing/completion of state lands instruments.

    Required Knowledge, Skills and Abilities:

    Knowledge of:state and federal laws, rules, and regulations concerning submerged land administration and related activities; the methods of data collection and analysis; basic management principles and practices. Skilled in:operating a computer. Ability to:collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices; organize data into logical format for presentation in reports, documents and other written materials; conduct fact-finding research; utilize problem solving techniques; understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; plan, organize and coordinate work assignments; communicate effectively both verbally and in writing; exercise sound independent judgment; read and interpret leases, easements, maps, court records and legal documents; supervise; demonstrate teamwork; prepare detailed written work and accurate reports; maintain satisfactory working relationships with other employees, the general public, and management; travel; maintain a valid driver’s license.
