POSITION DESCRIPTION: Assist with the monitoring of the Financial Management (FM) System and review system-generated reports to identify expenditures eligible for Federal reimbursement. Utilizing various State and Federal information systems, analyze and review contract information and purchase requisition data to determine the correct Financial Project Number (FPN), Assistance Listing Number (ALN), and appropriate allocation between federal, state, and/or local funds. Prepare, reconcile and maintain Excel spreadsheets to track FPN numbers, ALN numbers, contract numbers, expenditures, and claims to maintain and manage grant accounts in the Accounts Receivable Invoicing (ARI) System. Prepare federally required documentation and submit claims for reimbursement to the appropriate granting authority. Support the reconciliation of grant payments received. Provide financial accounting information to the Cashier’s Office for Journal Transfers as well as wires. Assist in ensuring that the revenue is recorded appropriately in the ARI System and subsequently is recorded in the Florida Accounting Information Resource (FLAIR). Review allocations in the FM System to the appropriate federally funded work program fund code. Identify needed cost transfers promptly for all revenue allocation errors. Perform monthly grant reconciliation for review by the Revenue Management Administrator. Assist in the quarterly or annual close-out on grants as applicable. Submit Federal Financial Reports (FFR425) for year-end status of all Federal Transit grants. Participate in the reconciliation of the ARI System to the Transit Award Management System (TrAMS) and Enforcement and Compliance History Online (ECHO) system .
Assist in monitoring the Financial Management System and review reports to identify expenditures eligible for Federal Reimbursement for assigned grants. Work with grant managers to ensure eligible expenditures are adequately supported and authorized in accordance with Federal guidelines. Prepare Excel schedules to track expenditures, previous claims, and other information. Prepare Federally required documentation and submit for reimbursement. Complete the federal fund draw-down process timely and in accordance with Federal guidelines. Monitor and reconcile grant payments received. Support in establishing new grant accounts in the Accounts Receivable Invoicing (ARI) system. Assist in providing supporting documentation and preparing responses related to audit requests and questions.
Complete the monthly review, reconciliation, and compilation of assigned federal grant billings in order to submit expenditure data for the preparation of a quarterly Schedule of Expenditures of Federal Awards (SEFA). Maintain complete and accurate desk manual of all processes.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of and ability to apply current generally accepted accounting principles for state and local governments. Skilled in analyzing, auditing, reconciling, and processing accounting transactions. Skilled in using Microsoft Word, Excel and database applications. Ability to research, interpret, and apply accounting principles, laws, rules, regulations, policies and procedures. Ability to perform work in a timely, efficient, effective, and professional manner and to perform duties under pressure and time constraints. Ability to use sound judgment and work independently. Ability to work in a team environment with shared tasks. Ability to work well with coworkers, the public and other Department offices. Ability to plan and coordinate work assignments and meet deadlines.
MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university with a major in a business related field, or at least two years of professional accounting experience in an accounts receivable or grant related field.
