Pending Reclassification to Program Analyst II

Your Specific Responsibilities:

This position is in the Newborn Screening Program and reports to the Senior Management Analyst II - SES within the Newborn Screening Contract Unit (Children's Medical Services). This position serves as a certified contract manager and requires a person who is attentive to details, highly organized, possesses strong written and verbal communication skills and ability to meet deadlines. This position requires experience, training and certification in contract management and knowledge of state of Florida administrative processes. The following duties and responsibilities are assigned to this position:

The contract manager will be responsible for management of Newborn Screening Referral Center Contracts, Regional Perinatal Intensive Care Center (RPICC) Contracts, and Memorandum of Agreements (MOA) including development of contract documents for new contracts, amendments, and renewals to contract providers regarding contract deliverables, processes, and invoice requirements. This position requires extensive communication with programmatic personnel and attendance at relevant meetings related to management of assigned contracts and MOAs. The contract manager will be responsible for the performance of monitoring activities within required timeframes, including programmatic and administrative contract monitoring, to ensure accurate and timely performance of services and contracts are in full compliance with the State of Florida requirements. This position is responsible for ensuring timely execution of contract documents and working with the Division Contract Liaison and staff in Contract Administration and Oversight Section. The position is responsible for maintaining complete documentation of contract management activities in the appropriate files. This position also requires a working knowledge in the preparation of amendments, renewals, and extensions; maintaining a contract file; the financial management of contracts; payment processes and invoicing; budget related activities for assigned contracts including budget oversight; preparation of financial reconciliations; contract closeout; and reporting. This position assures the Division’s compliance with contract management related State, Federal and Department laws, rules, regulations, and policy and procedures.

Participates in quality assurance reviews to determine compliance with administrative and financial management requirements. Prepares reports and makes recommendations as necessary to correct identified deficiencies and improve operations and service delivery. Assists in the collection and analysis of data relating to key performance indicators.

Required Knowledge, Skills, and Abilities:

Ability to work independently and communicate effectively both verbally and in writing. Ability to perform operational and management analysis activities. Proficiency in using Microsoft Word, Excel, and Outlook. Experience in Contract Management and knowledge of State contract management rules and regulations. Ability to read, understand and apply applicable rules, regulations, policies and procedures.

Qualifications:

Valid driver's license

Current Florida Certified Contract Manager (FCCM) certificate

Perferred Qualifications:

Two years' experience directly managing contracts and grants

DFS Advanced Accountability (DFS-AA)
