This advertisement is for a Career Service position located in Central Office - Tallahassee, Florida/ Division of Facilities Mgmt. & Bldg Const. (FMBC).
Salary: $56,650.10 – $61,800.18 Annually
SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY. EMPLOYEES ARE NORMALLY HIRED WITHIN THE APPOINTMENT RATE.
DESCRIPTION:
The Facilities Analyst will serve as the Liaison between FMBC, Executive Leadership Team and Legal and therefore, must be comfortable answering questions regarding Facilities Maintenance and Construction. The Analyst will be responsible is responsible for developing and maintaining the Capital Improvement Program Plan (CIPP) database to be used for the Department’s five-year plan for the Division of Facilities Management and Building Construction (FMBC). This position will use our facility assessments, AIM (our asset management system for maintenance work orders) and all current and past data to maintain all the information on our buildings. This position serves as the primary staff member to work on and develop our Legislative Budget Request and will be responsible for researching and responding to queries from the Legislature and Governor’s Office.
The duties and responsibilities of this position, although not limited to those enumerated below are as follows:
Develops and maintains the Capital Improvement Program Plan (CIPP) database that will be used for the departments five-year plan.
Assists and prepares the CIPP for the Legislative Budget Request (LBR), working closely with Facility Management and Building Construction (FMBC) staff in the development of budgets, following established policies and procedures.
Completes all CIPP forms for annual LBR submission. Monitors Long Range Program Plans (LRPP) measures for FMBC and performs fiscal analysis of measures.
Understand the work order database management program (AIM) for the Division and extracts data from the system.
Responds to requests for information. Assists FMBC Leadership in providing requested information and data for the Governor’s Office and the Legislature. Provides technical assistance to the division regarding financial and budgetary matters.
Assists in the development and implementation of the division’s financial plans. Ensures accuracy of the data upon which the plans are based and prepares individual reports. Assists in monitoring divisions expenditures, recommends corrective action, and performs fiscal analyses.
DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of mechanical, electrical, HVAC, plumbing, and/ or electrical systems required.
General knowledge in facilities planning, building design, construction administration, and related activities.
General knowledge of building materials, costing procedures, and the sequential methods of modern construction and maintenance practices, as well as capital construction project delivery methods.
Ability to work independently.
Ability to communicate effectively.
Knowledge of the methods of data collection and analysis.
Knowledge of basic management principles and practices.
Knowledge and/ or experience with FLAIR or similar accounting/ procurement systems.
Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of management practices.
Ability to organize data into logical format for presentation in reports, documents and other written materials.
Ability to conduct fact-finding research.
Ability to utilize problem-solving techniques.
Ability to plan, organize and coordinate work assignments.
Ability to establish and maintain effective working relationships with others.
Experience of work order management system.
MINIMUM QUALIFICATIONS:
At least one-year of experience with Excel, Word, and Outlook.
