Minimum Requirements:

Applicant is Disqualified if application, resume or cover letter does not establish that applicant has:

  • A High school diploma or equivalent and four years relevant work experienceORan Associate Degree requiring 60 or more undergraduate hours and three years relevant work experienceORa Bachelor's Degree from an accredited College or University and two years relevant work experience. Relevant work experience is job-related administrative experience in a conventional office setting following established work processes and guidelines. Examples of office duties considered job-related experience include producing financial and other reports, producing final orders and other legal documents, generating correspondence memos and letters, developing and maintaining a filing system, working on a helpline, and bookkeeping and accounting duties.

  • Knowledge and experience in campaign finance or Chapter 106, F.S.

  • Experience reviewing documentation for statutory compliance

  • Financial investigative or audit experience (e.g. banking, campaign finance, tax, or election law)

    Duties and Responsibilities:

    This is a professional position responsible for overseeing staff and administering program activities under the direction of the Senior Management Analyst II position and the Bureau Chief. The position performs complex work managing others and rendering technical assistance to staff, candidates, government officials and members of the public. This position requires sound, independent judgment regarding Florida’s election processes in accordance with Chapters 99-106, F.S., and Section 1S-2, F.A.C. The duties of this position include professional and complex work within the Division Elections/Bureau of Election Records (BER), and is responsible for, including but not limited to, the following duties:

    Manages and coordinates all administrative, programmatic and operational activities of the bureau’s Review Section to achieve a high-performing work unit. Coordinates activities and workflow of the Review Section with regard to the Florida Election Code. Acts as Team Lead for the Review Team staff, including assisting in the training of new staff members and quality review of staff work product. Develops improvement plans and provides management with recommendations for procedural improvements. Participates in the development and implementation of training through personal, workshop and video trainings regarding the elections processes.

    Supervises activities and workflow of the bureau’s Review Section. While overseeing and providing direction to Review Section staff, conducts quality assurance reviews for determination of statutory and rule compliance of state, federal, multi-county and judicial candidate filing documents, and political party, political committee and electioneering organization filing documents. Monitors the work product of the Review Section, applies technical and regulatory knowledge to oversee the work of Review Section personnel.

Supervises and coordinates activities and workflow of referrals made to the Florida Elections Commission, and the drafting of intent to cancel actions and final orders. Applies technical and regulatory knowledge to oversee Review Section personnel, confers with management on potential work flow improvements, and makes recommendations to improve productivity within the bureau.

Effectively handles queries from the public in person, or by telephone and email, related to campaign finance, the candidate petition process, campaign treasurer’s report filings, candidate filings, political committee filings, and minor party filings.

Conducts detailed reviews of campaign finance documentation to determine valid contributions for Public Campaign Finance (Matching Funds) for eligible candidates. Participates in BER’s candidate qualifying.

Performs other duties as assigned.

Knowledge, Skills and Abilities:

  • Knowledge of the principles, practices, strategies and policies in planning, implementing, and evaluating programs.

  • Knowledge of the methods of compiling and analyzing data.

  • Ability to plan, organize and direct multiple programs and activities.

  • Ability to establish and maintain effective working relationships with staff, government officials, and the general public.

  • Ability to communicate effectively, both verbally and in writing.

  • Ability to organize and monitor workflow and coordinate activities.

  • Ability to understand, interpret and apply laws, rules, regulations, policies, and procedures.

  • Ability to review information for statutory compliance.

  • Ability to use programs in the Microsoft Office Suite of programs.

  • Ability to work weekends, holidays, and extended hours as needed, with short notice.
