The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE (TALLAHASSEE) OFFICE.

This is a highly responsible and professional position that will serve as the Deputy Assistant Secretary - SAMH within the Substance Abuse & Mental Health Program Office . T his position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. Deputy Assistant Secretary is a highly responsible position who is tasked with being a visionary leader, strategic thinker and goals and outcome-oriented leader. The incumbent is required to focus on service delivery, operational improvement, efficiency, stakeholder engagement and innovation.

Specific Duties and Responsibilities include:

  • Oversee all operational aspects of programs, including Opioid Settlement and SUD programming, compliance and finances.

  • Creates and manages an operational infrastructure of systems designed to accommodate current and future program needs.

  • Lead the Opioid Abatement Advisory Commission’s activities by providing staffing, research and policy expertise, facilities, technical assistance, and other resources.

  • Lead efforts in program enhancement and development activities including but not limited to researching Evidence-Based Practice (EBP) modes, contract applications, development of collaborative partnerships, resource maximization, and assist in creating strategies in response to identified service gaps or needs.

  • Liaison with executive leadership, legislators, internal and external stakeholders on matters related to SUD/OUD program, program supports such as contracting, community support, best practices, and other relevant issues.

  • Oversee budgets and all aspects of grant funded programs including overall grants management and required fiscal reporting.

  • Develop, review and revise relevant SUD/mental health guidelines, policies and protocols and work with partners for implementation.

  • Oversee and ensure training is provided related to SUD and the opioid settlement abatement strategies and plans.

  • Tracking quality improvement initiatives including data analysis, dashboarding, and ongoing measurement of project deliverables.

  • Lead a team of epidemiologist and researchers to evaluate program effectiveness, resource investments, program integrity validation and outcomes; Collaborating/Liaising with community and academic partners to elevate and support SUD/OUD research/program evaluations.

  • Participates as a member of internal and external committees, and participates in speaking engagements, conference panels, and trainings.

  • Provides the day-to-day supervision and management of the Performance SAMH Operations sections within the Office of Substance Abuse and Mental Health which includes Community Substance Use Disorders, including Opioid Use disorders.

  • Responsible for the implementation of statewide abatement strategies.

  • Statewide oversight for the development and administration of the SAMH compliance monitoring activities, technical assistance and training; Lead and/or coordinate the delivery of policy guidance, technical support and other process improvement activities, as assigned.

  • Statewide oversight of the behavioral health system of care, network of partners including the Managing Entities, network of contracted providers and other key stakeholders.

  • Lead legislative related activities including legislative presentations, the development of legislative budget requests, policy proposals, and other related legislative materials; implement legislation related to areas of responsibility; assess effectiveness of legislation and make recommendations to leadership.

  • Perform other duties as assigned.

    Knowledge, Skills and Abilities required for the position:

  • Knowledge and experience in Substance Use Behavioral Health programs.

  • Knowledge and experience in federal and state behavioral health regulations, rules and policies.

  • Knowledge of the methods of data collection and analysis.

  • Knowledge of basic management principles and practices.

  • Ability to organize, monitor and oversee various behavior health services and statewide system of care.

  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of operational and management practices.

  • Ability to organize data into a logical format for presentation in reports, documents and other written materials.

  • Ability to conduct fact-finding research.

  • Ability to utilize problem-solving techniques.

  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.

  • Ability to plan, organize and coordinate work assignments.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships with others.

  • Ability to travel with or without accommodations.

    Minimum Qualifications:

  • Ten years of experience in Healthcare Administration, Public Health, Addiction Treatment, Recovery and Support Services in a senior management role.

  • A master’s degree or higher from a college or university in psychology, social work, counseling, social, behavioral, addition counseling, mental health services or a closely related field and 10 years of experience in recovery and/substance use.

  • Licensure in psychology, social work, counseling, social, behavioral, addition counseling, mental health services or a closely related field.
