ANTICIPATED VACANCY

POSITION OVERVIEW:

The Agency for Health Care Administration seeks to hire a Program Administrator - SES who is dependable, flexible, and can thrive in a work setting that requires excellent organizational skills, attention to detail, and the ability to manage staff and time-sensitive tasks. The position's hours are in-office Monday - Friday from 8:00 a.m.- 5:00 p.m.

DUTIES AND RESPONSIBILITIES:

This position is responsible for administering the state licensure and/or federal certification program for home health agencies, home health agency exemptions and nurse registries. This is a management position that directs highly trained staff of varied professional backgrounds and is responsible for planning, organizing, directing, and coordinating the development, implementation, operation and monitoring of programs assigned to the Laboratory and In-Home Services Unit.

Plans, develops, implements, and monitors programs for determining compliance of home health agencies, home health agency exemptions and nurse registries with applicable state and federal requirements.

Coordinates staff review and processing of initial, renewal, change of ownership and change during licensure or certification applications for assigned programs to ensure compliance with state licensure and federal certification requirements and timeframes.

Maintains oversight over the data entry of certification kits for home health agencies.

Evaluates providers for compliance with prescribed codes and statutes and initiates appropriate action as necessary.

Provides technical and administrative consultation to health care providers and survey personnel upon request concerning state and federal requirements, regulations and policies.

Spends time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.

Maintains direct supervisory responsibility for seven professional positions.

Supervises and recruits personnel, plans workloads, develops objectives and directs work to ensure maximum use of time and resources.

Evaluates subordinates' work performance.

Provides information to agency staff, health care providers and the public regarding assigned programs.

Responds to correspondence and public record requests relating to licensure/certification, survey standards and other general issues.

Researches, compiles and analyzes data information, and prepares reports required in completing special assignments related to administrative and health care regulatory duties and planning issues.

Represents the agency in public meetings and forums related to assigned programs and develops presentations for both the public and agency staff in these areas upon request.

Reviews, analyzes and researches legislative issues, bills and amendments and prepares or reviews analyses of the projected impact of proposed legislation on the unit as assigned. Assists with rule promulgation activities for the unit as assigned.

ADDITIONAL INFORMATION

This position will be filled within the biweekly salary of $1,907.10 - $2,098.13, commensurate with experience.

• Proficiency in the use of Word, Excel and other relevant Agency software.

•Ability to communicate effectively, both verbally and in writing.

MINIMUM QUALIFICATIONS REQUIREMENTS

Four (4) years of professional experience in health care administration, health care planning, health care regulation, or other health or rehabilitation program.

One (1) year of experience in performing advisory work related to planning, development, implementation, and evaluation of health care regulatory programs.

A bachelor’s degree from an accredited college or university that included a major study in health care administration, business administration, public administration, public health administration or a health care related field can substitute for up to two years of the required work experience.

Professional experience that includes the review, analysis and implementation of health care requirements is preferred.
