Minimum Qualifications Permanent Transfer Candidate: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive service as Health Care Surveyor 3 (Nursing) G22, and able to meet the below non-competitive requirements.Non-Competitive Candidates: Possession of a license and current registration as a registered professional nurse in NYS; and three years of post-licensure, specialized professional administrative or professional clinical experience.Substitution: a bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.Preferred Qualifications: Excellent leadership skills. Ability to lead and participate on an interdisciplinary team. Excellent interview, observational, and writing skills, and an ability to translate collected information into legally defensible reports. Demonstrated experience in oversight of quality assurance and the ability to make determination relative to facility compliance. Ability to develop effective and efficient processes and supervise staff. Flexibility and dedication to make a difference for aged and aging New Yorkers. Experience with the aged and aging population is key, especially in the provision of direct patient care as a human services or clinical professional, and an ability to appreciate how the aging process affects outcomes. Federal Surveyor Minimum Qualifications Testing certification.

Duties Description The incumbent will work under the direction of the Area Office Director, Quality Assurance Coordinator or Complaint Manager. The incumbent will participate in on-site initial, periodic and post-inspection surveys of residential health care facilities and adult day health care programs; serve as team leader during surveys; initiate and conduct entrance and exit conferences with facilities; prepare reports and write deficiencies based on findings; prepare surveillance and complaint investigation reports; interpret and clarify policies, rules and regulations for staff and providers; review medical and other records to evaluate the quality and appropriateness of care and efficiency of operation; review statements of deficiencies and plans of correction; participate in the investigations of complaints; and provide meaningful recommendations to Area Office Director with respect to survey interpretations, to ensure consistency in survey application.

Additional Comments This position requires travel to areas often underserved by public transit. The successful incumbent must be flexible and available to work varied hours, which may include weekends and holidays, to respond to emergencies and/or provide guidance relative to off-hours investigations, as needed. Federal Surveyor Minimum Qualifications Training Certification is required within one year of the date of employment. This is a non-competitive appointment via the HELP program.*Posted salary range includes the statutory hiring rate at step 4 and job rate for PS&T Grade 22 ($90,464 to $101,197), plus an additional geographic pay differential of $20,000.This position is part of the NYS HELPS program. No examination is required.
