The American Red Cross is recruiting a Pacific Program Representative to oversee its climate adaptation, disaster risk management, and national society preparedness and development portfolio in the Pacific in close coordination with IFRC. Presently the American Red Cross partners with six Red Cross National Societies; Palau, Federated States of Micronesia, Marshall Islands, Tuvalu, Vanuatu, and Solomon Islands. Within the Pacific, the American Red Cross works close coordination and collaboration with the IFRC Country Cluster Office based in Fiji and other Partner National Societies supporting the Pacific countries.

Within the Pacific, the American Red Cross is supporting a portfolio of programs focused on climate adaptation, preparedness, and response readiness, while also supporting national society organizational development. On a day-to-day basis, the Pacific Program Representative will serve as the primary technical focal point to National Societies throughout the delivery of cash and voucher preparedness and anticipatory action activities. Specific technical preparedness and response responsibilities may include: reviewing and revising standard operating procedures for a more effective response; facilitating organizational cash preparedness and capacity assessments; supporting the integration of cash and voucher modalities into operations, where appropriate; providing technical support around early warning systems; and supporting the overall organizational development of National Societies across the Pacific.

This position will be based in Pohnpei, Federated States of Micronesia and Majuro, Marshall Islands on a rotational basis and will report directly to the Asia Pacific Division Director based in Bangkok, Thailand.

Job Description

As a member of the International Services management team, the Pacific Program Representative will help strengthen new partnerships with six Pacific RCRC National Societies, assisting them achieve their strategic climate adaptation, preparedness, and response readiness goals. The Pacific Program Representative will be responsible for managing resources within her/his region and achieving country-level program plans and targets. She/he will develop and maintain strategic relations with donors and partners within the country to help advance National Society positioning. She/he will be responsible for close coordination and collaboration with IFRC Country Cluster Office to ensure unified efforts and modalities. The Pacific Program Representative is the supervisor of American Red Cross staff based within the IFRC Country Cluster in Fiji and any other location, and will be responsible for ensuring that managerial, administrative, financial and reporting procedures comply with American Red Cross and IFRC policies.

Pacific Program Representative will also coordinate closely with the IFRC’s Pacific Country Cluster in Fiji and other Partner National Societies working in the region, participating on behalf of the American Red Cross in IFRC and interagency technical working groups and national climate and disaster management initiatives. She/He will work closely with the International Services AP Division, technical teams in Asia Pacific and Headquarters, and other relevant technical stakeholders.

Responsibilities:

  • Program Management & Technical Delivery: Oversees program quality, delivery, and operational spending across multiple programs within the Pacific portfolio. Monitors budgets and operational spending with finance. Coordinates the delivery of technical assistance (e.g. training & assessments) with National Societies, ensuring alignment with National Society Plans as part of unified partner planning. Directly facilitates trainings, workshops, and other events as necessary to support the learning and development of IFRC, ISD, NS and other RC Movement staff. Supports the delivery and execution of National Society workplans and climate partnership strategies for ongoing climate, preparedness, and response readiness programs throughout the Pacific. Empowers the National Society to lead delivery and implementation, contextualizing activities so they remain appropriate and relevant. Ensures that donor obligations are met and that the American Red Cross proactively captures program outcomes and learning and considers cost efficiency throughout delivery.

  • Performance Accountability: Responsible for developing and delivering against overall targets/goals of the Pacific portfolio. Monitors, assesses and provides management support to Pacific team members – comprising Program, Finance, Monitoring & Reporting and Business Operations staff – and National Society counterparts as necessary to ensure the team can achieve Mission, Money, People and Team objectives. Accountable for ensuring appropriate project plans and budgets for grants and sub-grants, supporting the delivery and provision of technical assistance against these targets, and overseeing country teams and partners to keep grants on time, scope and budget.

  • Representation and Relationship Management: Responsible for fostering robust collaboration among the American Red Cross and its Movement partners and ensuring effective communication of National Society needs and programs. Builds strong relationships with National Societies across the Pacific and understands their way of working, strategic goals, and unique roles within the national disaster management system and climate landscape. Acts as the key focal point for coordination with IFRC Country Cluster Office to ensure close collaboration and coordination to ensure unified efforts. Acts as the primary focal point for coordination with USAID in region and establishes close relationships with USAID/UN agencies, tracking partnership opportunities for IFRC, including National Societies, within the Pacific. Internally, provides updates and presentations to the Asia Pacific Division and HQ American Red Cross teams, leads staff meetings, and ensures proper systems and processes are in place for overall program and operations management. Serves as Subject Matter Expert and/or Lead Writer during program design and development in the Pacific.

  • Technical Coordination: Establishes a strong working relationship with key IFRC counterparts for Anticipation, Climate, Cash, and NS Preparedness in the Pacific region and represents the American Red Cross in regional meetings, dialogue platforms and working groups with IFRC as required. Within the Pacific, participates in interagency and RCRC coordination meetings, and initiates bilateral engagement with relevant stakeholders such as Green Climate Fund and Red Cross Red Crescent Climate Centre. Where appropriate, coordinates knowledge sharing and engagement between Asia and Pacific focus countries on AA, Cash and Voucher, and Disaster Management topics. Provides technical support to National Societies directly, in areas including but not limited to:

  • Conducting CVA Self-Assessments and providing tailored training to advance cash preparedness within the region

  • Advancing NS relationships with relevant government stakeholders and multilateral agencies

  • Improving access to financing for Anticipatory Action, such as national funding, risk insurance schemes, simplified Early Action Protocol (EAP) and EAP development, and the DREF for Imminent Crisis

  • Improving organizational systems and processes to increase overall National Society readiness and efficiency

  • Identifying opportunities for building Anticipatory Action research, learning and evidence

  • Developing partnerships with external actors including Government agencies, UN and other key stakeholders

  • Staff Management: Oversees the performance of American Red Cross-supported programs, projects, initiatives, and staff, providing strategic planning input, achieving activity targets, and making decisions in project implementation. Manages program and operational support staff, orients them on strategies, expectations, and roles; ensure they have competencies, support, and technical assistance; supervise, coach, and promote a learning environment; foster a culture of transparency, problem-solving, and teamwork. Makes recommendations & consults with AP Division leadership on staffing decisions related to the Pacific delegation, including hiring and staffing structure, and priorities of finance, business operations, and monitoring and evaluation staffing. Provides regular feedback and coaching to team members, including goal setting, performance management, engagement, and retention.

  • Staff Safety: Serves as lead focal point for security, responsible for coordinating with NSs and Division to manage staff security and for updating security plan annually. Accountable for staff safety and security in close alignment with American Red Cross NHQ team, and in partnership with National Societies and IFRC as relevant.

  • Response: Monitors disaster risks and serves as North Pacific regional focal point and first-level approver for ‘Crisis Modifier’ activation requests. Creates opportunities for continuous engagement and feedback with the Division Response Lead on country specific response related information. Acts as the principal initial point of communication to the impacted National Society for all response efforts within the country and redirects to the Division Response Lead at the earliest opportunity.

Qualifications:

Education:

  • [Required] Bachelor’s degree in climate, humanitarian action, international studies, business management, public administration, or relevant field of study.

  • [Preferred] Masters in climate, humanitarian action, international studies, business management, public administration, or relevant field preferred.

Experience:

  • [Required] 10 years of relevant working experience in disaster management and/or the design, implementation, and monitoring of humanitarian assistance programs.

  • [Required] 5 years demonstrated operational experience with staff, security and budget management in a managerial capacity

  • [Required] Demonstrated experience in managing USAID grants with reporting and compliance requirements.

  • [Required] Demonstrated operational experience and understanding of disaster management, institutional preparedness, anticipation, and the role of cash and voucher assistance (CVA) in response.

  • [Required] Prior experience working in the Pacific region in partnership with local or national non-profit organizations for capacity building efforts and experience in engaging Red Cross national societies.

  • [Preferred] Red Cross experience strongly preferred especially experience in working with a National Society or working with IFRC in the Pacific.

Position Location: Micronesia and Marshal Islands on a rotational basis based on operational needs as a roving position.
