ASRC Federal Holding Company Orbital Analyst in Suitland, Maryland

The National Oceanic and Atmospheric Administration (NOAA), Office of Space Commerce (OSC), Traffic Coordination System for Space (TraCSS) is being developed to fulfill the 2018 US National Space Council released Space Policy Directive[1]3 (SPD-3), which instructed relevant US government agencies to begin re-assigning many aspects of space traffic management (STM) and space traffic coordination (STC) serving non-military US space operators. This was identified as a ‘whole of government’ approach, and the organization identified to lead many of the efforts was NOAA OSC, in the US Department of Commerce (DOC). TraCSS is the Department of Commerce's enterprise solution for ingesting, archiving, processing, and disseminating Space Situational Awareness (SSA) data and products. TraCSS will provide conjunction analysis and warning services to commercial satellite owner/operators to foster economic growth and technological advancement of the U.S. commercial space industry. The system will store data from the Department of Defense(DOD), NOAA, commercial SSA data providers, commercial and civil satellite Owner/Operators (O/O) and select international civil partners, among other possible data sources. The TraCSS system will operate 24 hours per day, 7 days a week.

The candidate for this position will be part of the team that provides TraCSS technical engineering and operations support services to include, but not limited to administrative support, program management, engineering services, and mission operations technical support to the OSC. The candidate must have knowledge of space domain awareness, space situational awareness (SSA), space traffic coordination (STC), or space traffic management (STM) related topics. Examples of desired knowledge and skill sets may include, but are not limited to: orbital mechanics, astrodynamics, common analytical methodologies utilized in SSA/STC/STM, satellite operations, conjunction analysis, and data management.

NOTE that this role will begin in Suitland, MD but will eventually be located in Boulder, CO.

Key Role:

Work in the system operations center performing monitoring and analysis of space traffic products and computational processes. The operations center will be staffed 24/7 so the contractor personnel should expect shift work.

  • Work location is Suitland Maryland to start but will move to Boulder Colorado when Boulder Operations center is ready

  • Perform monitoring and analysis of space traffic products and computational processes.

  • Respond, as required, to operational issues relating to space traffic coordination, and to technical issues associated with the operations center or system to ensure the safety and stability of the space operating environment.

  • Participate in the development of and ensure that procedures, operational displays, and other job aids are in place for operational needs and technical troubleshooting, coordinate with commercial operators, and take appropriate actions (including resolution of technical issues) to ensure continued provision of safety services.

  • Coordinate with stakeholders as required in the execution of mission operations.

  • Participate in the development of training materials and training activities to support the onboarding of members of the government and commercial operational teams.

Requirements :

Qualifications:

  • BS Degree in Engineering, Physics/Astronomy, Computer Science, or related field and at least 1 – 4 years of experience related to flight dynamics, orbital mechanics

  • A.S. Degree in Engineering, Physics/Astronomy, Computer Science, or related field; 3-8 years of experience related to flight dynamics, orbital mechanics

  • Active Secret Clearance is required.

  • Experience with software systems, development environments, or programming languages (Python, Linux)

  • Experience in Satellite Operations, and Orbital Analysis.

  • Experience performing CA for mega-constellations.

  • Ability to understand SSA data and each of the specified basic services.

  • Ability to understand procedural proficiency to provide data and services by functioning within the operations center.

  • Experience performing NASA high-value RSO's

  • Experience analyzing orbital state vectors and propagated ephemerides with covariances.
