U.S. Census Bureau IT Cybersecurity Specialist (INFOSEC) in Suitland, Maryland

Summary This vacancy is being filled via the Direct-Hire Authority (DHA) for an IT Cybersecurity Specialist (INFOSEC) position located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This announcement may be used to fill other IT Cybersecurity Specialist (INFOSEC), 2210-14, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Responsibilities Plans, monitors, prioritizes, and schedules security engineering activities within the confines of a project schedule and available resources. Provides security guidance and articulates recommendations, as a technical subject matter expert, around a variety of technologies both in the cloud and on-premise environment. Oversees activities of security engineers and reviews work for technical adequacy and compliance with policies within the Systems Development Life Cycle (SDLC) Framework. Reviews and analyzes existing processes; recommends improvements, new workflows, and revised business models. Participates in OIS and IT wide security working groups, and assists with the development of security architectures, procedures, and policies. Requirements Conditions of Employment Qualifications Selective Factor: You must have an Information Technology (IT) Security Certification, such as: System Security Certified Professional, Certification and Accreditation Professional, Certified Information System Security Professional, Information Systems Security Engineering Professional, or Information System Security Architecture Professional. AND Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: Serving as a Cybersecurity Engineer and subject matter expert in Cloud Security, Development Security and Operations (DevSecOps), Zero trust, Network Security and Containerization; providing guidance and making recommendations on new technologies; and developing technical white papers for new cybersecurity trends and developments. AND IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer. Education Additional Information If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once renovations are completed for your area, you will be notified when to return to the office. At that time, you will be expected to work from your duty station, and you may be eligible to telework, up to 8 days a pay period depending on your respective work schedule, with approval from your supervisor.
