United States Fleet Forces Command SUPERVISORY PROGRAM ANALYST in Suffolk, Virginia

Summary You will serve as a Program Analyst in the Information Warfare (IW) Programs Requirements and Capabilities Directorate, (N81) of NAVAL INFORMATION FORCES. Responsibilities You will review and approves work plans to be accomplished by subordinates, priorities and schedules for completion of work. You will set broad objectives; monitors subordinate employees' performance in providing services; reviews accomplishments; and takes appropriate action of correction when deficiencies are noted. You will review and recommend decisions on serious disciplinary actions; and makes decisions on work problems presented by subordinates. You will ensure the proper handling and protection of classified information, unclassified sensitive information, and personnel privacy sensitive information. You will perform programmatic gap analysis and monitors capability trends supporting the implementation of Integrated Fires in all operational environments. You will serve as the principal program management lead for the Integrated Fires portfolio in coordinating with supported commands, Office of the Chief of Naval Operations’ (OPNAV) N2N6 staff and inside the command. You will serve as the Subject Matter Expert (SME) for the review of current, proposed and future Integrated Fires capabilities and solutions proposed by the System Commands Program Offices. You will advise senior officials on the direction of System Command efforts to ensure Integrated Fires programs are aligned with Fleet requirements. You will provide guidance and oversight to ensure the programs in the Integrated Fires portfolio are integrated across the entire spectrum of Doctrine, Organizations, Training, Leadership, Personnel, Facilities and Policy (DOTMLPF-P) reviews. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and mastery of the application of a wide range of qualitative and quantitative methods sufficient to plan, schedule and conduct projects and studies to review current, proposed and future Integrated Fires capabilities and solutions proposed by the System Commands Program Offices. Experience and mastery knowledge of evaluative and analytical methods and techniques sufficient to evaluate and recommend for implementation initiatives that enhance or expand Fleet Integrated Fires interoperability. Experience and mastery of Department of Defense (DoD), Joint and Department of the Navy (DON) policy and guidance related to transformation, concept development and integration, architecture development, requirements integration and identification sufficient to represent the organization as a subject matter expert in analytical and developmental initiatives. Experience and mastery of and demonstrated experience with Naval and DoD research, development and acquisition processes associated with Integrated Fires programs sufficient to evaluate, prioritize and recommend ongoing research and development initiatives for possible inclusion into the Navy and DoD acquisition process. Experience and mastery of and demonstrated experience in developing or assessing integrated architectures for large-scale operational or mission capabilities sufficient to serve as the SME for the review of current, proposed and future Integrated Fires architectures Experience and/or demonstrated experience in supporting Program Objective Memorandum (POM) and Programming, Program, Planning, Budget, and Execution (PPBE) processes.
