Oklahoma State University is seeking an accomplished professional to serve as Assistant Vice President for Research Security (AVPRS). The AVPRs will lead the Office of Research Security and Regulatory Trade Compliance (OReSTCO) and will serve as OSUs Export Control Officer. Although an on-site AVPRS is preferred, a hybrid model would be considered, with remote residence and trips to the university as necessary. The AVPRS is a member of the staff of the Office of the Vice President for Research and reports to the Senior Associate Vice President for Research. The Senior Associate Vice President for Research oversees the OReSTCO, its associated Working Group and Insider Threat program. The AVPRS will work closely with the Senior Associate Vice President for Research, along with the Research Security Working Group to develop and mature a Research Security Program at Oklahoma State University to comply with the National Security Presidential memorandum 33 (NSPM-33) and the CHIPS and Science Act. The goal of the OReSTCO is to help OSU comply with highly technical regulations, but to do so in such a way as to foster the ongoing research, education, and outreach programs at Oklahoma State University.\ \

The successful candidate must have good analytical skills and the ability to interpret complex government regulations; the ability to research and analyze technical parameters of a product or technology for export controls; the ability to conduct document review to determine whether information falls under the export control regulations; prepare licenses and develop processes; perform internal assessments of export and import procedures; perform Visual Compliance checks of foreign collaborators and visitors.\ \

The AVPRS will serve a critical role by ensuring Oklahoma State Universitys research complies with legal and regulatory obligations related to export and import control, research security, and all relevant university policies. As the lead of OReSTCO, the AVPRS will help maintain and continuously improve a robust, integrated, and effective regulatory trade compliance program; partner with campus process owners to identify and address regulatory requirements and implementation; and provide strategic oversight to staff and faculty with related responsibilities within their academic and administrative units. The AVPRS will bring a thorough understanding of related laws and regulations, such as the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC), and demonstrate proven skills in risk-based analysis, decision-making, communications, and action as a team-player.
