Description of Job

Are you a versatile team player and cross-functional contributor who’s skilled in IT Architectural Development? As our new Sr. Solutions Architect, you will be the business and technical authority for an array of State of Colorado IT architecture, offering your expertise, experience and design ideas to support the OIT and Agency IT architectures. You will d evelop, define, and implement enterprise technology standards and oversee the Government Data Advisory Board to define a statewide data strategy for transparency and sharing of information.

Some of the important duties that you will perform include:

• Bring best in class technologies, innovation, and creativity to the table in developing technical solutions to solve complex multi-dimensional problems.

• Perform a wide range of highly technical and advisory duties associated with the design, implementation and support of OIT Applications solutions.

• Provide technology leadership by architecting, prototyping, researching, recommending, documenting, and assisting in implementing and evaluating technical solutions for business issues whether purchased or developed.

• Interpret business, technical, regulatory, and architectural requirements in researching and recommending solutions.

• Collaborate with CTO staff to establish standards and disciplined techniques for technical activities like creating new code, restructuring existing code, and maintaining version control and security.

• Promote the understanding of OIT Architecture and industry standard patterns and practices.

• Plan initiatives with OIT’s functional area teams based on budget, approaches and infrastructure to the OIT architecture governing principles and identify when it is necessary to modify underlying business processes or the OIT architecture standards to accommodate needs.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications:

• Minimum of 10 years experience as a Developer, Systems Engineer, Solution Engineer, Systems Administrator, or other hands on technical experience.

• 3 years experience providing matrixed leadership to diverse and cross functional development teams by setting priorities, overseeing deliverables, validating acceptance criteria, correcting work quality, verifying processes and documentation

• Experience with the following ServiceNow modules is required. IT Service Management, Strategic Portfolio Management, Hardware and Software Asset Management, Application Portfolio Management, Governance Risk and Compliance, Public Sector Digital Services

• 3 years ServiceNow Architect experience, working in a public sector environment.

• Experience applying digital accessibility regulations and standards (e.g., WCAG 2.1) to business processes, content, tools, and/or documents, with the ability to provide specific examples of accessibility improvements made.

  Substitutions:

  Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

  Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

  If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

  Preferred Qualifications:

  Previous government sector experience with program delivery, strategic planning, enterprise technology design, and tech-enabled process creation.

Conditions of Employment:

OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.

Supplemental Information

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.
