About Court Services:
The Court Services Department within Forensic Services provide a range of forensic assessment services statewide. The forensic evaluators respond to court orders for competency, restoration, sanity and mental condition evaluations and provide evaluations in a variety of settings including hospital, jail and community. In addition, the department provides training and supervision of forensic evaluators, fellowship and doctoral students and interns. Located within the Colorado Department of Human Services, the Office of Behavioral Health (OBH) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. OBH funds, supports and monitors numerous mental health and substance abuse community programs and providers and reviews and designates the State’s 27-65 providers. OBH also operates the Colorado Mental Health Institutes at Fort Logan and Pueblo and the office of Forensic Services. OBH executes the States’ federal responsibilities as the State Mental Health Authority and State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds. The Court Services Department is a statewide program with staff in Pueblo, Denver and other locations. It provides forensic evaluations for defendants in criminal cases. These evaluations are performed in the jail, in the community or at CMHIP and are performed by psychologists and psychiatrists, as mandated in the Colorado Statute, 16-8.5. This work unit addresses the referral table for admission to the state hospital or jail based restoration program from jails by managing incoming court orders and prioritizing requests for admission.Opt-in below to receive text message updates on CDHS recruiting events!

About the Position
This position exists to perform and ensure the quality and timely completion of court-ordered evaluations and restoration reports required by Colorado Courts. This position provides direct operational and clinical supervision of assigned direct report staff. This position will remain up to date on processes, legislation and current best practices and is critical to the agency’s mission and fundamental business operations. Court Services management will routinely rely on the essential consultation of the Psychologist II before deciding broad, critical program and policy direction. The consultation provided by this position is accepted as fact and is considered staff expert opinion. This position is based in Denver in order to respond to in-custody competency evaluations and may be required to travel to locations throughout Colorado in order to respond to short deadlines and the need for prompt and in some cases immediate response to a court ordered evaluation. Duties in this position include:Restoration and/or Competency Evaluation/ Staff Authority:
- Completes an average of 6 restoration and/or competency evaluations (or the equivalent based on sanity and mental condition evaluations) per month
Supervision:
Position is the Administrative Supervisor of Psychologist I staff
Has a direct influence and accountability for supervision, consultation, education and completing staff performance plans, reviews and evaluations
Communicate goals, objectives, and announcements/news of the department through the most effective means (e.g., staff meetings, email, individual interactions, etc.)
Facilitates staff development such as mentoring and coaching of direct reports and reinforces education and training by setting regularly scheduled supervision for individual and/or group supervision and case consultation
Reviews productivity numbers with employees, sets expectations and administers performance improvement plans as needed
Performs quality control check on evaluations at a minimum of two times per year (October and April) and provides feedback to employees.
Trains employees to changes in process and procedure
Promotes operational and administrative compliance with Forensic Services and CDHS policies and procedures, the American Psychological Association Ethical Principles of Psychologists and Code of Conduct and the Specialty Guidelines for Forensic Psychology, all State/Federal Statutes, State Licensing/Credentialing and Regulatory Board standards affecting the evaluation of competency
Restoration and/or Competency Assessment/Mandatory Training:
Provides input/consultation as requested for annual competency training
Has 100% attendance to statutorily and Forensic Services mandated training sessions to ensure good quality evaluations
Will remain up to date on processes, legislation and current best practices and is critical to the agencys mission and fundamental business operations and provide training and information pertaining to these issues to the department
Stays abreast of best practice and current literature in forensic psychology
Other Duties as Assigned:
- May be called upon to perform tasks or undertake special assignments or projects deemed necessary by OBH, but not specifically referenced in the above duties
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Education/Licensure/Certification/Experience:
Current, valid licensure as a Psychologist from the Colorado State Board of
Psychologist Examiners
AND
Three (3) years of experience as licensed psychologist or permitted psychologist
candidate,(2) twoof which must have been at the level of a fully operating psychologist
Preferred Qualifications:
Previous or current State Experience
Prior experience conducting forensic assessments, specifically competency and/or sanity/mental condition evaluations
Conditions of Employment:
A pre-employment criminal background check will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons. Felony convictions, conviction of crimes of moral turpitude, or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Should your background check reveal any charges or convictions, it is your responsibility to provide the CDHS Background Unit with an official disposition of any charges. Additionally, you will be required take a drug screen
A Tuberculosis Test (TB) will be required upon hire
Travel- In-state travel required. Requires regular travel between offices, CMHIP, CMHI-FL, and various detention facilities

Sign-On Incentive:
The $14,000 sign-on incentive will be provided in three payments: within two pay cycles of when the new employee starts at CDHS, 180-day anniversary, and 270-day anniversary with CDHS. Must be currently employed at the date of the anniversary to receive the next installment. If you are separated from the state for any reason prior to the installment date, you will not be eligible to receive it.
