Job Description

The Iowa Department of Natural Resources has a Natural Resource Biometrician position available in the Fisheries Bureau. Within this position you will be involved in furthering the DNR’s mission to conserve and enhance our natural resources by working with all Fisheries Bureau staff to provide advanced level leadership in development, coordination, and maintenance of statewide fisheries data systems, provide advanced level analytical support to all Fisheries Bureau staff, and to lead specialized and broad-scale natural resource-orientated studies that help improve the management of fisheries resources in Iowa.

This position will perform the following functions:

  • Conduct advanced, specialized, and broad-scale natural resource-oriented studies.

Develop, aggregate, and leverage datasets of broad temporal and/or spatial scale to answer questions exceeding the capacity of individual field teams. Design, implement or facilitate, analyze, and report on constituent surveys, reports, and existing data resources. Coordinate regularly scheduled angler and constituent surveys (statewide angler survey, trout survey, community fishing) and topical surveys as needed, and consult on design and coordination for partner-led surveys, with consideration or direction from Bureau staff and administrators. Develop explanatory and predictive models of biotic, environmental, and social phenomena. Assess information gaps and data shortfalls, such as inadequate spatial coverage or sampling frequency, nonresponse bias, or absence of existing data resources for a particular question, and provide approaches for addressing the information gap. Collaborate with other Iowa DNR bureaus and partners to plan, design, and implement cross-sectional and interdisciplinary studies.

  • Lead and facilitate the publication, presentation, and communication of scientific findings and fishery management and research efforts.

Prepare status reports and completion reports on projects and programs, including federal aid reports, in a timely manner, and provide scientific peer review of reports prepared by Fisheries staff or partners. Prepare scientific manuscripts suitable for publication in peer-reviewed journals, books, and other outlets, especially in partnership with field staff. Present findings at Department meetings and meetings of other agencies and professional organizations. Provide custom interpretation of data and reports as needed for partners and collaborators, and facilitate the provision of fisheries data resources to public education and outreach (e.g., Iowa Science Phenomena, science and math standards, Communication, Outreach, and Marketing Bureau staff requests). Consult with information technology and communications staff to integrate fisheries data systems with public-facing and agency-facing webpages, automate report or summary generation, and provide up-to-date and consumable information as a public relations tool.

  • Develop and manage fisheries and other natural resources-oriented data processes and associated systems.

Design comprehensive data systems from conception to schema development to analytical considerations, or consult on the appropriate design and use of such systems with service providers and partners. This requires a sound understanding of flat and relational database design; database versioning, permissions, and security; and the entire data management life cycle. Develop analysis and summarization tools, flexible reporting options, and sharing pathways for the Bureau’s data. Train and instruct users on the appropriate use and applications of available data solutions, and integrate feedback to improve utility.

  • Assist field staff in experimental design, data acquisition, data management and analysis, and interpretation of data.

Provide consultation and assistance to Fisheries Bureau staff regarding study design (hypothesis testing, minimum sample sizes, appropriate statistical tests and models), efficient and standardized data acquisition, proactive quality management and data stewardship, data analysis options and programming, and interpretation of results. Assist with reporting and data sharing, including facilitating or leading formal publication of results. Provide consultation and assistance to other Department bureaus and partners to support data science needs relevant to Fisheries Bureau (SCORP survey, R3 surveys and evaluations, Iowa Lakes Survey, RAFT, ambient monitoring). Provide assistance to Bureau staff on a regular basis, performing fisheries field and laboratory work in hatchery, research, and management settings.

  • Administer fisheries data resources and forward data planning.

Write requests for proposals, business rules, contracts, documentation, and instruction for developed Fisheries Bureau data resources. Monitor and evaluate workflow and accomplishments undertaken by information technology staff, contractors, and agency staff regarding online system development; make recommendations to improve efficiency and utility of data solutions. Complete testing and troubleshooting of said solutions, and consider field staff feedback. Interface with information technology staff and contractors to maintain data systems, and represent the Fisheries Bureau on the Department’s Information Technology Oversight and Planning Committee and/or the Conservation and Recreation Division’s Information Technology Oversight and Planning Committee. Oversee Fisheries Bureau data systems (Special Events, Fish Management), including contract management and budgeting.

Job location to be determined. Location will be at a DNR Fisheries Office in Iowa.

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable). graduation from an accredited college or university with a degree in Biostatistics, Statistical Ecology, Quantitative Ecology, or related field substituting fifteen hours of graduate work for each year of the required experience in Biostatistics, Statistical Ecology, or Quantitative Ecology and two years professional experience in wildlife biology or fisheries biology;
