In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The Talent Acquisition & Job Classification Specialist provides advanced professional human resource consulting services to managers and supervisors in the areas of job analysis and classification; organizational analysis and design; recruitment, assessment, and selection; and compensation. The position also serves in a project leadership role for staffing-related projects. Responsibilities include:

  • Develop best practices for recruiting, selecting, onboarding, and retaining human capital and to identify and meet their immediate and long-term workforce needs.

  • Conduct job audits, evaluations, and quality reviews to ensure positions are appropriately and consistently classified.

  • Develop and maintain full business partnerships with assigned divisions to ensure that strategic planning is promoted and utilized as a critical and integral component in meeting business objectives.

  • Provide consultation to business partners on workforce planning strategies.

  • Work with hiring managers and interview teams to ensure job requirements and expectations are clearly understood and candidates are assessed against job related criteria.

  • Develop minimum and preferred qualifications for vacant positions.

  • Provide compensation guidance pre-offer to hiring manager and conduct compensation analysis and research. Provide consultation to managers and supervisors regarding alternative selection mechanisms based on collective bargaining agreements and HR procedures, rules, and statutes.

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.

Four (4) years of professional-level human resources experience. At least three (3) years of this experience must include full cycle recruitment and management consultation experience. At least 1 year of this experience must include experience conducting job analysis/classification for positions in a wide variety of classifications and levels. This experience must also demonstrate the following:

  • Experience interpreting current employment laws, regulations, contracts, and policies related to classification, recruitment, selection, hiring, promotion, and/or retention of employees.

  • Critical thinking and strategic planning skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance on a variety of HR issues.

  • Demonstrated research and analytical skills as well as skill in writing formal reports, research papers, or memorandums.

  • Experience in compensation analysis and calculation.

Preferred Qualifications

  • Experience working in a public sector, government and/or unionized environment.

  • Experience and proven success in a high volume recruiting environment.

  • Experience with a job evaluation system such as the Hay method.

  • Experience conducting class studies.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
