As Commerce's Professional/Technical (P/T) Contracts Coordinator, this position provides technical expertise and guidance to agency management and staff on P/T contracts by applying professional knowledge of statutes, administrative rules, and procedures governing P/T contracts. The individual will be responsible for overseeing, managing, and improving an existing contracts program.

The work will include defining contract needs with business units, soliciting and evaluating proposals, making recommendations for vendor selection, drafting contracts, contract negotiations, contract amendments, and other work as needed. The types of contracts will include P/T contracts, master contracts, work orders, equity select contracts, interagency agreements, joint powers agreements, and other agency agreements. This position manages complex contracts for Commerce, provides analysis, contract policy direction, and assistance on complex P/T contract issues.

Minimum Qualifications

Three (3) years of experience with P/T contracts performing analysis, exercising judgment, and relying on knowledge of P/T contracts.

*A paralegal bachelor's degree or other closely related field as determined by the agency may substitute one (1) year of experience, or an advanced degree for eighteen (18) months of experience.

Experience at this level must include:

  • Procurement and working with P/T contracts.

  • Ability to handle large volumes of work while maintaining accuracy.

  • Applying human relations skills to include persuading and working collaboratively with others.

  • Strong skills in oral and written communication, project management, and problem-solving.

Preferred Qualifications

Experience with:

  • State government P/T contracts.

  • State statutes and rules related to state procurement and contracting.

  • Negotiating P/T contracts with eligible contractors.

  • The Minnesota Government Data Practices Act.

  • Working as a Paralegal/Legal Assistant.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
