In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The Programs and Partnerships Lead exists to lead the product team(s) effort in collaboration with the Department of Children, Youth and Families (DCYF) public assistance program areas, along with Department of Human Service (DHS) and Minnesota I.T. (MNIT) partners. Responsibilities include:
Function as a DCYF Programs and Partnerships Lead and channel the voice of the customer and human centered design principles in the administration and continued development of the product line using a product-centric operating model that incorporates Agile and DevOps principles.
Lead the DCYF Project to Product Transformation effort and build internal capacity around new ways of working, coordinate stakeholder communication, harmonize the product effort with other modernization initiatives and enterprise frameworks, and drive change management and training development.
Coordinate all data planning and migration efforts, drive product development decisions based on strategic analytics needs, and identify and champion cross-product integration, synchronization, and alignment to strengthen the product teams’ ability to make data-driven decisions that improve mission outcomes and produce better cross-agency and cross-administration collaboration and program results.
Minimum Qualifications

Three years of professional experience with public assistance programs. Experience must demonstrate:
Understanding of federal and state regulations, policies, and requirements for any public assistance program areas.
Use of Product model and Agile and DevOps principles, practices sufficient to create an actionable product roadmap, writing epics, user stories and tasks, manage and prioritize the product backlog, oversee product development, evaluate success, manage risk, and recognize and promote opportunities
Working effectively in a rapidly changing environment and shift priorities appropriately to meet Product Team objectives
Use of verbal and written communications to synthesize and organize large volumes of complex information and ideas and present them in a succinct, easily understandable fashion to any audience
Problem-solvingskills toquicklyintegrate informationfromavarietyofsources,identify positive and negative impacts, understand the influences of internal and external factors, design and analyze alternatives, recommend solutions, and develop and implement recommendations
Preferred Qualifications
Experience in large-scale systems modernization, business process improvement, and program simplification initiatives
Variety of experiences working effectively with a diverse group of professional, managerial, technical, and non-technical staff, both internally and externally, and others from different backgrounds and cultures
Use of the Microsoft Office Suite, including Word, Excel, PowerPoint, Visio, SharePoint, MS Teams; in addition to product software tools such as, Collaborative Lifecycle Management (CLM), Product & Agile Playbook etc.)
Experience with one or more of the following DCYF systems: MAXIS, SSIS, PRISM, and MEC²
