Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Preservation Supervisor who will provide direction and support to the Publicly Owned Housing Program (POHP), Rental Rehabilitation Deferred Loan Program (RRDL), Request for Action (RFA) teams as well as the High- Rise Sprinkler System program. RFAs are loan servicing requests that include, but are not limited to changes in ownership, changes in use, payoffs, debt restructuring, and assumptions and subordinations of Agency loans on existing rental housing projects. The Preservation Supervisor will also guide the work of the POHP and RRDL team and High-Rise Sprinkler System program on issuing Request for Proposals (RFPs) for funding, program guide development, technical assistance, selecting and underwriting projects. The Preservation Supervisor works with the Underwriting Manager, Assistant Commissioner of Multifamily, and the Assistant Commissioner for Policy on implementing new preservation programs.

Essential Job Duties

  • Supervise and support a growing team, which currently has 7 staff - 5 underwriters, 1 loan processor and 1 underwriting technician.

  • Lead weekly RFA cross divisional team meetings-- collaborate with staff on problem solving, review reports and assist staff with underwriting questions and issues.

  • Work with and guide the POHP and RRDL team on program design, delivery, application review, funding recommendations, and project management; Guide the upcoming POHP Appropriations RFP of $40 million and the next round of RRDL funding.

  • Work with and guide the High-Rise Sprinkler System program manager on design, delivery, application review, selections and related Office of Grants Management grants policy issues.

  • Develop and refine preservation scoring criteria for Agency funding under various programs, including the QAP/Consolidated RFP.

  • Assist owners and buyers with preservation funding strategies.

  • Serve as the subject matter expert on the continuum of preservation and related issues: naturally occurring, public housing/RAD, HTC, Section 8 (including 8bb transfers), Rural Development and tribal.

  • Lead the Interagency Stabilization Group, a collaborative, multi-funder effort to preserve properties in jeopardy.

  • Perform other duties as assigned.

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below.   • Four (4) years of underwriting and or asset management experience in affordable multifamily housing, which should include working knowledge of deferred funding, Section 8, Rural Development 515 mortgages, low-income housing tax credits (LIHTC), and/or first mortgage products.

  • An Associate's degree in Housing, Public Administration/Policy, Community Development/Planning, Business or Finance may substitute for 6 months of experience – or – a Bachelor’s degree in the listed fields may substitute for 12 months of experience – or – a Master’s degree in the listed fields may substitute for 18 months of experience.

  • Demonstrated leadership experience, including at least one of the below:

  • Experience as a manager, supervisor or team lead

  • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)

  • Completion of a similar or equivalent leadership development program through another organization

  • A paid or unpaid position leading a project or program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include:

  • 1+ years of identifying issues, goals, and strategic actions and

  • 100+ hours per year time commitment

  • (Resume must clearly document how experience meets these requirements)

  • Experience interpreting and working with legal documents, including loan agreements and limited partnership agreements.

  • Knowledge of affordable housing real estate transactions, lending, policy, and program administration. Including federal Low-income Housing Tax Credit (LIHTC); HUD Risk-share first mortgage program; federal HOME & National Housing Trust Fund programs; and state funding programs that may include the Economic Development Housing Challenge (EDHC) loan program, Preservation Affordable Rental Investment Fund (PARIF) loan program, Housing Infrastructure Bonds (HIBs) and/or CDBG funding (or other similar state or local programs)

  • Demonstrated organizational, time management, problem solving skills and dependability.

  • Demonstrated team leadership skills sufficient to lead strategically, build relationships with internal and external partners, work effectively with others from different backgrounds and cultures, communicate complex information, monitor outcomes and guide staff and partners.

  • Ability to develop individual staff members and to foster a positive, productive team atmosphere.

Preferred Qualifications
