Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Multifamily Housing Preservation Specialist who will facilitate the preservation of affordable multifamily rental housing across the state.

The Preservation Specialist will direct and oversee the design, implementation and management of two components of a new program established by the State Legislature to:

  • Provide $50 million in funding for the recapitalization and rehabilitation of distressed affordable housing buildings (Recapitalization Program), and

  • Preserve naturally occurring affordable housing (NOAH) through acquisition and/or rehabilitation (NOAH Program - $41 million).

The Preservation Specialist will lead and design a competitive Request for Proposals (RFP) for the Recapitalization Program, administer the RFP, coordinate the application review and selection process, work with selected borrowers and manage the Recapitalization Program within the Agency. The Preservation Specialist will support and/or lead a similar RFP process for the NOAH Program.

Essential Job Duties

  • Serve as program manager to lead, create and develop program design for the Recapitalization Program, including stakeholder engagement and writing recommendations for the program design to present to internal committees and the board of directors (scoring, prioritization, application materials).

  • Lead the development of and administer a competitive RFP for the Recapitalization program, including application guides and materials which, if applicable, follow Office of Grants Management (OGM) Requirements. Coordinate with Agency operations staff to set up RFP in the online application system known as Portal, if applicable.

  • Lead the selection of and award funding under the Recapitalization Program. Present recommendations to Agency board.

  • Develop and document policies, processes and procedures, systems and timelines for the Recapitalization program.

  • Develop due diligence procedures and underwrite loans and grants under the Recapitalization program, if applicable and review due diligence and get projects to closing; and /or monitor grants under the program.

  • Assist with and/or lead the management and marketing of the NOAH Program, which will involve writing recommendations for the program to present to internal committees and the Board of Directors.

  • Update the existing program guide for the NOAH Program and obtain agency approvals as needed.

  • Support and/or lead the development of a competitive RFP for the Program, including application guides and materials and, if applicable, follow OGM requirements.

  • Perform other duties as required.

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below.   • Four (4) years of experience in multifamily affordable housing or community development program management, multifamily* affordable housing financial structuring, and/or multifamily underwriting. (*Multifamily generally means properties with 12 or more units). For this role, property management, voucher administration and/or housing stability case management experience alone is insufficient to meet this requirement.

  • An Associate’s degree in Housing, Public Administration/Policy, Community Development/Planning, Business or Finance may substitute for 6 months of experience – or – a Bachelor’s degree in the listed fields may substitute for 12 months of experience – or – a Master’s degree in the listed fields may substitute for 18 months of experience.

  • Demonstrated experience either developing or rehabilitating affordable rental housing, underwriting affordable rental housing or managing a program with one or more of the following federal and state affordable housing capital funding resources: federal Low-income Housing Tax Credit (LIHTC); HUD Risk-share first mortgage program; federal HOME & National Housing Trust Fund programs; and state funding programs that may include the Economic Development Housing Challenge (EDHC) loan program, Preservation Affordable Rental Investment Fund (PARIF) loan program, Housing Infrastructure Bonds (HIBs) and/or CDBG funding. Property management, voucher administration, client case management and/or housing stability services experience alone is insufficient to meet this requirement.

  • Intermediate Microsoft Office (Microsoft Word, PowerPoint and Excel) skills.

  • Demonstrated experience working within multiple programs and manage multiple projects that may have competing priorities or specific timelines.

  • Demonstrated strategic thinking, organizational, time management, problem solving skills and dependability.

  • Demonstrated team leadership skills sufficient to lead strategically, build relationships with internal and external partners, work effectively with others from different backgrounds and cultures, communicate complex information, monitor outcomes and guide staff and partners.

  • A valid driver’s license and the ability to drive.

Preferred Qualifications

  • Two years’ experience with multifamily rental housing underwriting, due diligence and closing processes.

  • Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.

Physical Requirements

Requires moving office items such as file folders and small office tools.
