In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, DCYF became effective on July 1, 2024.

This position provides legislative planning expertise, coordinates the DCYF government relations team’s work, and supports the DCYF Director of Government Relations. With oversight from the Director of Government Relations, this position:

  • Coordinates the activities of the Government Relations Office and facilitates the agency’s participation in the legislative process and response to proposed legislation, legislators, and stakeholders.

  • Assists with coordinating and facilitating the development of the agency’s legislative policy and budget proposals.

  • Supports the design and delivery of agency-wide and area-specific trainings on the legislative process and DCYF’s role

  • Manages special projects and assigned activities related to the development, implementation, maintenance of, and adherence to state laws and funding.

  • Engages in advanced level policy/legal research and planning related to the department's legislative cycle. Provides policy analysis, development, and planning expertise.

Minimum Qualifications

Three (3) years of professional experience working in the legislative process demonstrating the following:

  • Organizational skills necessary to balance numerous projects simultaneously.

  • Experience with project coordination.

  • Skill in bill analysis and tracking and in monitoring and coordinating responses to legislative and other inquiries.

  • Experience in policy development and research methods.

  • Analytical skills necessary to solve complex and controversial problems and issues.

Preferred Qualifications

  • Experience drafting potential legislation and amendments.

  • Experience in legislative and stakeholder relations,.

  • Knowledge of how state laws and federal regulations impact state agencies.

  • Experience with the use of Microsoft Teams for project coordination.

  • Experience with or knowledge of DCYF programs.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
