Under general supervision, this position oversees and directs the day-to-day activities of the dealer-licensing unit, which regulates 4000 licensed motor vehicle dealers within the state. This position maintains relationships and acts as a technical resource with vehicle and dealer inspectors throughout the state resolving complex questions and issues regarding this program area. This position will assume the leadership of the unit in the absence of the Program Manager. This position services on technical committees to provide input on how division changes may affect program operations.

Position also provides guidance, support, and mentoring, including training and assisting in problem solving for new employees and other employees in the Dealer Unit, Vehicle and Dealer Inspections, and DVS on questions related to dealer licensing and inspection functions.

Minimum Qualifications

  • Skill in directing the work activities of employees to ensure that standards, deadlines, and procedures/processes are met.

  • Cashiering and math skill to perform basic math to collect, count, reconcile and complete daily transactions.

  • Skill in analyzing, interpreting, reconciling, and preparing financial information, records, reports, and deposits; identify errors; and recommend solutions to procedural or other fiscal problems.

  • Typing-keyboarding skills; data entry skills sufficient to enter data on paper forms and computer entry screens; basic office equipment and internet skills and ability to pay close attention to detail.

  • Ability to explain policies and procedures in a clear, concise, and professional manner to both internal and external customers.

  • Skill in customer services sufficient to respond effectively to clients, coworkers, and customers who have questions about agency operations and procedures, eligibility requirements, application details, and payment methods in a high volume, stressful environment (in person, in writing, on the phone, and through email and other written or electronic correspondence).

Preferred Qualifications

  • Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.

  • Experience conducting motor vehicle transactions at a Deputy Registrar or processing motor vehicle title transitions at a high volume fast paced dealership.

  • A thorough working knowledge of MN statutes surrounding salvaged vehicles; reconstructed motor vehicles, and the requirements for passing or failing a vehicle inspection.

  • A thorough working knowledge of MN statutes surrounding dealer licensing and the requirements for opening and maintaining a motor vehicle dealership.

  • Possess a thorough knowledge of Minnesota dealer licensing statutes & rules including but not limited to, Chapters 168, 168A, 297B, 325F and 7400 related rules, policies and procedures

  • Have a good understanding of motor vehicle title and registration laws, rules and business practices sufficient to analyze problems and identify which records are needed for criminal and tax fraud investigations.

  • Experience providing direct employee training and development

  • Skills and abilities to prioritize work, set deadlines and establish performance standards as needed to provide effective program services in consultation with the program manager.

Physical Requirements

Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
