This position will be part of the Enterprise Services team, which delivers a full suite of services to state agencies, boards, councils, and commissions, and many central services to local government partners.

The Operational Analyst will analyze processes, business routines, and services of the MNIT Network and Telecommunications Enterprise Services and other related MNIT workgroups.

Job duties include analyzing IT operations business and service delivery processes to identify inefficiencies and areas for improvement, gather data and use analytical tools to identify patterns and trends, and make recommendations to streamline IT operations.

This role will develop solutions to improve operational efficiency, recommend changes to existing processes, implement new technology, develop new workflows to optimize performance, and track service metrics and assist in representing data in reporting. In addition, the incumbent in this role will monitor the performance of the organization to ensure that the changes have had the desired effect using data analytics tools to track key performance indicators (KPIs) and make adjustments as necessary.

This position is currently eligible for full-time telework:

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualification in their resume:

Position requires a minimum of four (4) years of IT related experience in one or more of the following technical domains: business analyst, data analyst, or project management.

Experience must include:

  • Experience documenting as-is, transitional, and to-be models.

  • Experience using Visio.

  • Experience using PowerBI and data analytics.

  • Experience collaborating across functional borders including business and IT teams.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

*A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

  • Business intelligence and report writing skills including the ability to analyze data, create reports, identify anomalies in data, and create narratives and visuals to accurately share data with both technical and non-technical personnel.

  • Experience in Business Analysis.

  • Knowledge of process improvement methodologies.
