This position exists to lead and manage the State Services for the Blind (SSB) Disability Innovation Fund (DIF) award grant called Evolve Employment VR (EEVR).

Responsibilities of this position include but are not limited to:

  • Providing overall strategic leadership and direction for the development of the grant activities, services, and resources

  • Directing and managing grant and partner relationships to ensure the grant's successful implementation and completion

  • Leading and supervising staff to facilitate effective and efficient operations to achieve strategic goals, objectives, and priorities

  • Overseeing, auditing, and evaluating grant processes and outcomes to ensure that objectives are achieved and aligned with EEVR

The EEVR Manager will partner with multiple organizations, groups, and stakeholders, including the Institute Community of Inclusion (ICI), the State Rehabilitation Council for the Blind, employers, community service providers, and New Americans.

This position would include local, statewide, out-of-state, and overnight travel.

This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible and is occasionally required to be on-site at the office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.

Minimum Qualifications

Four (4) years of experience* in grant administration and/or program management, from development to implementation and evaluation, including experience overseeing the project plan, key milestones, deliverables, and outcomes

*Bachelor's degree in vocational rehabilitation, business administration, or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes eighteen (18) months of experience

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Experience as a supervisor, team lead, lead worker, or project lead

  • Experience identifying key partners, enhancing those relationships, and engaging and collaborating professionally with internal and external stakeholders by leading and facilitating communications, promoting meaningful contribution of ideas, building consensus, and incorporating feedback

  • Knowledge of the public vocational rehabilitation program

  • Skill in analyzing complex problems, investigating issues, formulating and evaluating alternatives, and recommending and implementing courses of action and contingency plans

  • Skill in data collection, interpretation, analysis, summarizing, and reporting

Incumbent must maintain valid driver's license and insurance OR have other reliable transportation. Travel arrangements can be made with drivers employed by State Services for the Blind upon request and depending on availability.

Preferred Qualifications

  • Experience working with individuals who are blind, low vision, or DeafBlind

  • Experience developing and implementing policies and procedures

  • Skill in budgeting and resource management

  • Knowledge of change leadership, people management, and influence principles to lead, direct, and influence staff and partners effectively

  • Knowledge of risk management
