The Enterprise Data Planner is part of a team of enterprise-focused strategic planners who discover and deliver project/product(s) that create meaningful value for clients and for the state. The incumbent works closely with the Business Solutions Office (BSO) Enterprise Data Manager, data governance group leadership, agency management, data and legal experts to connect and strengthen the enterprise data management infrastructure. The incumbent will jointly lay the groundwork for and build multi-agency business and IT relationships, processes and the foundation needed to: 1) support an enterprise approach to managing data; 2) find common ground and shared platforms for doing business; 3) bridge and manage IT Data Management (DM) project relations; and 4) develop interfaced business and IT solutions for efficiently managing data and information across the enterprise.

Responsibilities include but may not be limited to:

  • Accountable for delivering and managing all aspects of leadership, strategy/planning, and life cycle management of assigned initiatives.

  • Set, own and modernize the vision of assigned initiative(s)/project(s)/product(s); monitoring key performance indicators and metrics for its health , and prioritizing the work to be developed by the team.

  • Serve as the strategic planner, expert consultant, analyst and relationship manager for assigned data management work.

  • Augment the roles and responsibilities of other team members; jointly address and develop solutions to problems and business needs.

Minimum Qualifications

Three (3) years of experience in project or product management, or systems/application management, with a focus on data management principles.

Experience must demonstrate:

  • Leading at least one large scale data project/product or initiative from initiation/discovery through successful delivery.

  • Ability to lead high-quality project/product development using an agile methodology - iteratively improving project/products through delivery cycles.

  • Ability to interpret and leverage user research, user testing, and data analytics to make and validate project/product decisions.

Preferred Qualifications

  • Significant knowledge and experience of human services data, programs policies, and systems.

  • Experience building new governance structures/processes to support an organization’s adoption of new products

  • Experience with implementing enterprise-wide metadata management practices and policies

  • Extensive understanding of the legal and compliance issues related to Minnesota’s human services data and delivery systems.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
