In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

As the Child Support Payment Center Manager, you will manage the Child Support Payment Center (CSPC) and oversee the implementation of ongoing business, administrative and operational functions of the unit.
The CSPC functions as the State Distribution Unit for the state of Minnesota and collects and distributes all child support payments. Child support payment processing is regulated by federal and state legislation and there are strict guidelines regulating timely receipt and distribution of money to families. The CSPC relies heavily on extensive technology infrastructure to process child support payments. Responsibilities include:
Manage the monitoring, maintenance and development of centralized payment receipting and disbursing processes for child support related collections in Minnesota so that these functions meet the needs of child support and income maintenance agencies at federal, state, and local levels.
Supervise ongoing CSPC administrative and contracted operations so that program and user requirements are met and necessary changes are implemented in a timely and effective manner with minimal disruption of service to CSPC customers.
Implement and maintain adequate financial records and fiscal controls so that reporting requirements and needs of payment processing and EFT processes are met.
Minimum Qualifications

Demonstrated leadership experience*
*Leadership experience can include:
Experience as a supervisor, lead worker, team lead, project lead
Completion of a State of Minnesota leadership program (e.g. Emerging Leaders Institute - ELI)
A paid/unpaid position leading a program or chairing a committee (e.g. Employee Resource Group - experience must include:
1+ year of experience identifying issues, goals and strategic actions
100+ hours per year time commitment
AND
4 years of specialized professional work experience in child support enforcement and child support collections including:
Experience interpreting and applying child support program policies, procedures, laws and regulations.
Experience using PRISM, Minnesota’s child support computer system.
Knowledge of the centralized payment receipting and disbursing process for child support collections.
Extensive knowledge of performance monitoring techniques, the use of management reports, and contracts to implement changes and detect performance trends.
Experience managing professional and technical contracts and interagency agreements.
Thorough understanding of statistical processes and techniques and government financial practices.
A thorough understanding of federal performance standards as they apply to the child support enforcement program.
Extensive knowledge of all aspects of payment processing.
Comprehensive knowledge of high quality customer service methodologies.

Variety of experiences working effectively with others from different backgrounds and cultures.
