The Director leads the Fleet and Surplus Services (FSS) Division as an entrepreneurial and self-sufficient business operation, based on economic and market principles to ensure competitive best-value services and superior customer service. The incumbent provides leadership and strategic direction for the statewide management of on-road fleet vehicles for state agencies that do not have a comprehensive fleet management program. The incumbent also chairs the State Fleet Council which guides and oversees Minnesota state government fleet management. The Fleet Council is housed within the Department of Administration and consists of members from various state agencies. Education of each state agency's leadership is integral to this process, so that the respective agency leaders can make informed decisions based on their own programmatic and locational needs combined with a thorough understanding of available alternatives, related pros and cons, and the associated costs. The incumbent will develop and implement an annual business plan and rate setting working with all cabinet level agencies, state boards and commissions, and local units of government.

The Director also provides leadership for state and federal surplus property reassignment and disposal program to reuse state and federal surplus property within government, to promote "best value" use of surplus property, and to maximize disposal value when property is sold.

This position reports to the Assistant Commissioner, supervises directly two supervisory and several professional positions and indirectly approximately 15 professional and administrative support positions, and oversees approximately $25 million operating, $52 million capital, and $26 million auction revenue budgets.

Minimum Qualifications

Qualified candidates must have a minimum of three (3) years' experience managing a small to medium size business or operation including business planning and development, finance, human resources, and service delivery. Bachelor's degree or higher in business or closely related field may substitute for one year of experience. This experience must demonstrate working knowledge in the following areas:

  • Administrative management to plan, organize, and direct human and fiscal resources to achieve full productivity of assigned operations.

  • Theory and practice of fleet management.

  • Understanding of state and local government organizations and their operations.

  • Budget development and monitoring.

In addition, candidates will be evaluated based on the following:

  • Strong leadership capabilities to create and implement an organizational vision, achieving results consistent with customer and stakeholder expectations.

  • Ability to lead under conditions of uncertainty and during periods of change, while working on multiple issues and tasks with limited resources.

  • Strong communication skills, including the ability to speak effectively in the presentation of ideas, policies and complex programs, and to write in a clear, concise, and accurate manner to a wide range of audiences.

  • Interpersonal and human relation skills sufficient to establish and maintain strong working relationships within the department and with other agencies and branches of government.

  • Problem solving abilities sufficient to identify, analyze, and resolve a broad range of complex problems.

Preferred Qualifications

  • Experience in state government and public administration.

  • Completion of the Automotive Fleet Management Certification (CAFM) program.

  • Experience with fleet/transportation management and automotive maintenance.
