CACI is seeking an enterprise IT Project Manager to join our Department of Homeland Security (DHS) Enterprise Operations Division (EOD) Information Technology (IT) Project Management Office (PMO) team. The successful Enterprise IT Project Manager will direct and provide oversight of a matrixed technical team including subject matter experts (SMEs), technical and functional personnel, and other appropriate expertise as needed to develop, design, initiate, document, implement and manage projects of varying sizes and complexity to achieve stated project outcomes. The Enterprise IT Project Manager will consider technological advancements, evolving traditional and Agile project management methodologies, project scope, and scale when supporting project management (PM) activities to meet mission priorities. The Project Manager will support all PM activities as defined by Federal and DHS policy.

This position is hybrid telework with onsite requirements rotating between the customer site at the DHS Headquarters location in Springfield, VA and CACI’s PMO at the National Harbor in Oxon Hill, MD.

About the Role:

Serve as an IT Project Manager responsible for successful project definition, planning, implementation, and closeout. Responsibilities include but are not limited to:

  • Manage all areas of Project Management from initiation through closeout, ensuring the successful execution of the project in support of customer’s mission, goals, and objectives.

  • Develop project schedules to define all project tasks required for successful project delivery.

  • Responsible for the management, scheduling, and coordination of projects activities, daily operations and maintenance activities, and staff assignments.

  • Oversee individual IT projects from identification of requirements, analysis and design, development, end-user testing, deployment, and production support.

  • Provide leadership to a cross-functional team, managing team resource assignments, projected task completion dates, prioritizing activities based on customer requirements.

  • Coordinate and prioritize project tasks and activities based on customer requirements.

  • Facilitate all necessary meetings, to include requirements gathering, kick-off, technical exchange meetings, design review, status meeting, closeout meetings and all ad-hoc and post-mortem meetings necessary.

  • Manage and document all project related risks and issues.

  • Works cooperatively with technical leads to plan tasks based on priority and manpower availability.

  • Communicate effectively with a wide variety of technical and non-technical audiences.

  • Establish and maintain strong relationship with the customer.

  • Provide recommendations for process development and improvement.

  • Assists in the writing of project requirements, test plans, test scripts and other project deliverables.

  • Contribute to documentation in the Knowledge Base, Standard Operating Procedures (SOP), work instructions, and job aids.

  • Track and manage initiatives, deliverables, customer relations, and project management/operational reviews.

  • Develop and produce documentation, reports, and presentation slide decks.

  • Prepare and present briefing materials to staff, executives, and federal customers. Interactions involve client meetings and interfacing with senior management.

  • Coordinates with appropriate project leads to manage project tasks and deliverables.

  • Provide strategic advice, technical guidance and expertise to program and project staff.

  • Provide detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues.

  • Consult with the client to define need or problem, supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions.

Required Qualifications:

  • Ability to obtain Department of Homeland Security (DHS) Entry On Duty (EOD) - Active EOD preferred

  • B.A./B.S. or equivalent + 8 years of relevant experience. (equivalency includes MA/MS plus 6+ years applicable experience or AA + 12 years applicable experience).

  • Project Management Professional (PMP) certification

  • 5+ years of experience supervising, direct activities, and leading enterprise IT Project Teams.

  • Hands-on experience creating and maintaining Kanban boards or virtual task boards and direct oversight of projects using agile methods.

  • Experience and understanding of ServiceNow Strategic Portfolio Management, Microsoft Teams, JIRA, Confluence, or other project management, collaboration, and ticketing applications.

  • Strong communication skills (verbal and written)

  • Strong Microsoft Office experience, predominantly Excel, Visio, and PowerPoint

  • Advanced level experience with Microsoft Office Suite (Excel, Word, Planner, Visio, PowerPoint, OneDrive, Teams, etc.)

Preferred Qualifications:

  • Active TS/SCI Clearance or the ability to obtain one.

  • Able to work independently with minimal supervision in a high paced environment.

  • Knowledge of the Sponsor’s organization, mission, and partners.

  • Previous DHS experience.

  • Experience with high visibility projects.

  • Experience with ServiceNow.

  • Experience with ServiceNow, Strategic Portfolio Management.

  • ITIL v4 Foundations certification.

  • Security + Certification.

Since this position can be worked in more than one location, the range shown is the national average for the position.

The proposed salary range for this position is:

$74,600-$156,700
