Army National Guard Units SUPERVISORY CONTRACT SPECIALIST (TITLE 5) in Springfield, Illinois

Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY CONTRACT SPECIALIST (TITLE 5), Position Description Number T0045000 and is part of the IL USPFO, National Guard. Responsibilities As a SUPERVISORY CONTRACT SPECIALIST (TITLE 5),13-1102-GS, you will serve as Chief of the Contracting Office (CoCO) for the ARNG and ANG, providing professional acquisition and business advisor services. Select, as assigned, or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Apply EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Coordinate on personnel actions for vacancies; develops interview criteria; participates in initial screening and interviews of applicants for all contracting positions within the State. Develop, modify, and/or interpret performance standards. Explain performance expectations to employees and provides regular feedback on strengths and weaknesses. Identify employee developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance. Plan, request and negotiate the acquisition of all necessary resources to support the Contracting Office and prepares input for annual budgets. Anticipate resource requirements and/or changes in organization or functional assignments necessary to accommodate projected workloads and organizes or reorganizes the office to meet those needs. Manage continuous improvement of policies, procedures, and tools to ensure they remain effective, efficient, and compliant to contracting regulations and policies. Develop detailed research, analysis, interpretation, and application of contracting support ensuring all requirements of law (statute and case law), executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met. Lead statewide category management, strategic sourcing, and data analytics to improve total cost of ownership through disciplined data-driven requirements, and acquisition and cost management processes aligned with the NGB's resourcing strategy. Develop, implement, and manage all matters concerning the ARNG and ANG contracting functions. Evaluate effectiveness of overall contracting processes related to management information controls and interfaces involved in the accomplishment of the acquisition program. Analyze contractor performance and makes recommendations for revisions as contracts proceed through the acquisition lifecycle. Complete responsibility and authority to plan, schedule, and carry out major projects concerned with the scope, design, development, and analysis of contract policies, programs, and procedures for the Army National Guard (ARNG), Air National Guard (ANG) and the National Guard Bureau. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. Contracting certification must be accomplished IAW DoDI 50000.66. Must meet the certifications, training, and experience IAW DoDI 5000.66. In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. Must go through a Contracting Officer Review Board (CORB) prior to appointment and as a condition of employment must maintain a warrant. Qualifications BASIC EDUCATION REQUIREMENT: MUST possess the minimum education requirement of a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees? (Note: Official Transcripts must be submitted with the application to receive consideration) CERTIFICATION REQUIREMENT: MUST possess the required DAWIA (Level I - Professional) certification in Contracting or have Federal Acquisition Certification in Contracting (FAC-C) (Level I - Professional)? GENERAL EXPERIENCE: MUST possess the experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management; experience including competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. SPECIALIZED EXPERIENCE: GS-13 Level - MUST possess the experience which includes at least 1 year at the GS-12 level, of specialized contracting that requires a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis; experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions. SUPERVISORY SPECIALIZED EXPERIENCE: MUST possess the experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
