Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (APPSW) TITLE 5, Position Description Number T5242000 and is part of the IL USPFO, National Guard. Responsibilities As a IT SPECIALIST (APPSW) TITLE 5,GS-2210-11, you will perform studies of new or modified computer applications, develop a plan to accomplish the needed work and to perform the required programming work. Major Duties - This is NOT an all-inclusive list: Design the program structure of files and records and determine detailed sequences of action in program logic. Code, test, debug, and document programs. Respond to problems by diagnosing and correcting errors in logic and coding. Review and analyze the business practices of serviced organizations to determine those practices that could be significantly enhanced by the modification of existing or the development of new automated systems. Conduct studies concerning the feasibility of proposed new systems development projects. Review and analyze current systems. Determine time and cost savings, man-hour and material requirements, hardware capabilities, and overall impact on resources. Work closely with customers to determine required functional requirements and to translate functional requirements into design specifications. Integrate multiple operating systems and coordinate between functional areas that necessitates unusual coordination and organization requirements. Advise on the best methods to accomplish a project. Recommend improvements to current applications. Propose needed re-design studies. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Males born after 31 December 1959 must be registered for Selective Service. Must have at a minimum, a completed National Agency Check (NAC) prior to position assignment. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved by the TAG. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. This position is subject to provisions of the DoD Priority Placement Program. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. Qualifications Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In Grade requirements also apply to former Federal employees applying for reinstatement. GENERAL EXPERIENCE: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies: attention to detail, customer service, oral communication, and problem solving. SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess 1-year specialized experience equivalent to at least the next lower grade in approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
